Make sex determination test compulsory, says Maharashtra House panel

MUMBAI: A key Maharashtra assembly committee has recommended making pre-natal sex determination mandatory to prevent female foeticide.

The suggestion has been made by the Public Accounts Committee (PAC) in a report tabled in the assembly on Saturday.

The panel, headed by Congress MLA Gopaldas Agrawal, has called for bringing parents under the purview of the Pre- Conception and Pre-Natal Diagnostic Techniques (Regulation and Prevention of Misuse) Act, (PCPNDT) 1994.

The committee also called for monitoring of pregnant women by local health officials to ascertain if they have aborted the foetus in case it was female.

According to the report, the sex determination test must be done when parents come for sonography and they should be tracked regularly to check if they are coming for tests even after knowing that the foetus is that of a girl child.

“When parents come for sonography, compulsory sex determination must be allowed and follow-ups must be done at the local level to ensure the couples come for further check- ups. It is necessary to visit these couples at home if they stop check-ups,” it said.

“Since the law only provides for action against doctors (for carrying out sex selection tests), there is no fear of the law among parents. But this fear of law among parents is necessary to increase the sex ratio. Doctors, parents, district health officers (DHOs) and NGOs must be involved in the tracking system,” the committee suggested.

Appreciating the government’s efforts to strengthen the PCPNDT Act, the committee said a mechanism has been put in place to check sonography centres every three months.

As many as 550 cases registered under the PCPNDT Act are pending in courts in the state, the panel said.

In 2010, the sex ratio in Maharashtra was 854 girls per 1,000 boys and it went up to 861 in 2011 and 919 in 2014, it noted.

A suspected gender-selective abortion racket came to light last month in Sangli, western Maharashtra, where 19 aborted female foetuses were found dumped near a hospital.

    WE MUST TAKE CARE TO REMOVE THE ROOT CAUSE OF FEMALE FOETICIDE. I CONSIDER THOSE ARE :- EDUCATION OF GIRLS , DOWRY SYSTEM , EVE TEASING , MOLESTATION AND RAPE , PUSHING THEM INTO PROSTITUTION , NOT CONSIDERING THE GIRLS / LADIES AT PAR WITH BOYS . UNLESS THE ROOT CAUSES ARE REMOVED THE ISSUE WILL CONTINUE. SAY SEX DETERMINATION IS MADE COMPULSORY . WHAT IS THE GUARANTEE THE PREGNANCY WILL BE CONTINUED THERE AFTER ? THE EXPECTANT MOTHER CARRYING A FEMALE FOETUS WILL BE MENTALLY , PHYSICALLY AND EMOTIONALLY TORTURED RESULTING IN ABORTION OR DELIVERING A DEFORMED BABY. WE NEED TO EDUCATE THE SOCIETY CHANGING THEIR MIND SET . SOCIOECONOMIC FACTOR MUST BE TAKEN CARE OF. SAY SOME HOW OR OTHER WE MANAGE TILL DELIVERY OF THE FEMALE BABY NOW FOETICIDE IS LIKELY TURN INTO INFANTICIDE. DO WE HAVE THE INFRASTRUCTURE TO SAFE GUARD A FEMALE FOETUS TO TO A FULL GROWN ADULT. I PERSONALLY FEEL THAT SEX DETERMINATION OF FOETUS LIKELY GIVE US A NEGATIVE RESULT.

    Probably one good suggestion by the
    Maharashtra Assembly Committee.ALL THESE DAYS THE BLAME WAS PUT SQUARELY ON DOCTORS.LET YHE PARENTS BE MADE ANSWERSBLE TO THE DEVIL OF FEMALE FOETICIDE.NOW EVERY COCEPTION WILL BE ACCOUNTED FOR.PARENTS WILL HAVE TO ANSWER A FEW PROBING QUESTIONS IN CASE OF
    ALLEGED MISCARRIAGES,OF ANY FORM.

  3. But families will not take proper care of the pregnant lady if she is carrying a female fetus. And so much monitoring is not possible by the govt. It will cause morbidity if not mortality

    In corrupt country like ours, the cunnings will misuse it.

  5. One sensible suggestion. Make sex determination compulsory. Onus on parents, where it truly lies… Once the parents are made accountable then female foeticide would be curbed to a large extent & then the authorities Wont harass the doctors who are working honestly rather they would focus on the parents it they do something wrong and law should punish them.
