Salient features of Indian Medical Council Amendment Bill, 2016

Ministry of Health and Family welfare has prepared a draft Indian Medical Council (Amendment) Bill, 2016 and has invited  suggestions/feedback in respect of the draft Bill. Suggestions may be furnished to mepsection-mohfw@gov.in by 06.01.2017

New Delhi : The ministry of health was recently seen uploading the draft Indian Medical Council (Amendment) Bill, 2016 on its website while seeking comments and suggestions from the general public. The bill seeks to amend the Indian Medical Council Act, 1956 in order to introduce among others Exit Examination for MBBS level, Combined Counselling for admission in UG level and PG level and reservation of upto 50% of the seats of Post Graduate Courses for Medical Officers.

Salient Features of the Bill include

NEXT- NATIONAL EXIT TEST

The bill seeks the insertion of new section for section 10E after section 10D of the Indian Medical Council Act, 1956 (hereinafter referred to as the principal Act), which would be read with incertion as

10E Exit Exam, Counselling for MBBS course and Post Graduate courses in medical colleges/institutions in India

(a) There shall be conducted a uniform national exit test (NEXT) to all medical educational institutions at the undergraduate level through such designated authority in English and in such manner as may be prescribed and the designated authority shall ensure the conduct of uniform national exit test in the aforesaid manner:

(b) NEXT would substitute the uniform entrance examination at post-graduate level provided for in section 10D of the Principal Act.

Common Counselling

Section 10 E would also contain details about Common counseling for MBBS level and PG level admission.

c) There shall be conducted a common counselling for admission of candidates to all medical educational institutions at the undergraduate level and postgraduate level. Counselling for 15% All India Quota seats at undergraduate level and 50% All India Quota seats at postgraduate level shall be conducted by Directorate General of Health Services and for remaining seats including Private Colleges and Private/Deemed Universities at the undergraduate level and postgraduate level shall be conducted through such designated authority by the concerned State Governments/UTs.

Reservation against Service in remote areas

The bill calls for the insertion of a new section 20B namely stating

Upto 50% of the seats in Post Graduate Courses in Government Colleges may be reserved by the appropriate State Governments/UTs for Medical Officers in the Government services, who have served for at least three years in remote and difficult areas. After acquiring the PG Degree, the Medical Officers may further be required to serve for a period up to three years in remote and/or difficult areas by the State Governments/UTs concerned. Admissions to this quota would strictly be on the basis of NEXT merit list only.

    national exit exam for Doctors after MBBS- NICE & NEEDED.
    FEE in PRIVATE & deemed universities should be fixed at minimum ;well advertised for entire course;counselling should be transparent under health director ; no backdoor entry on caste or group basis.
    PG admission should be only on merit & after pg 3 yrs remote service should be made mandatory

    national exit exam – amedment : NICE & NEEDED.
    what about the FEE IN PRIVATE & deemed universities ? there should be a upper & lower limit in fee as per institution yr wise ; whole course fee should be fixed ; uniform & transprant & counselling .
    Admission in pg courses throught merit basis only & comulsory remote area service for 3 yrs.after pg.

  3. Exit exam is a must for all Indian and foreign medical graduates . We have to screen all incompetent doctors, after all life of Indians is at stake.

    50% reservation for medical officers having served in remote areas? ?? Seriously is there no place for merit in this exam? Only caste, creed and service have a place? There\’s a limit to demeaning the value of MERIT.
