After Detailed Discussion, Lok Sabha Gives nod to Bill to Supersede Medical Council of India

New Delhi: After much-heated discussion, the Lok Sabha finally gave its nod to the Indian Medical Council (Amendment) Bill, 2019 that calls for the supersession of the Medical Council of India (MCI) by the Board of Governors

The Bill, moved by Union Health Minister Harsh Vardhan, was passed by voice vote after a four-hour-long discussion. The house also negated the statutory resolutions moved by Congress’ Adhir Ranjan Chowdhury and RSP’s N K Premchandran.

Replying to the debate, Harsh Vardhan said that the Bill would be radical reform in the country’s medical education system and urged the members to pass the Bill as it was in public interest.

“The government’s intention is honest. The Prime Minister has always focused to provide best health care system to the people. Ayushmaan scheme is one such example. Please rise above political lines to and ensure its passage,” he said.

Moving the Bill in the Lok Sabha for discussion and passage, Harsh Vardhan spoke in detail as to why the Bill was necessitated for the government.

“In last two decades, a perception was built that the Medical Council of India (MCI) has failed on its responsibilities and has become a hub of corruption and corrupt practices,” he said.

“This bill is simple and have procedural issues. It is need of the hour,” he said urging the members to pass the Bill.

Harsh Vardhan said that two oversight committees were constituted during the UPA rule and the issue was also referred to parliamentary standing committee.

He said the parliamentary committee recommended that the government should bring a new comprehensive Bill in Parliament at the earliest so as to restructure and revamp the regulatory system of medical education and medical practice and to reform the Medical Council of India.

The Bill also proposes to increase the number of members in the board of Governors to 12 from the existing seven.

The minister also said the government proposes to bring the National Medical Commission Bill in the near future after getting it cleared from the Cabinet. The National Medical Commission Bill, 2017 was introduced in Lok Sabha in December, 2017, which lapsed on the dissolution of the 16th Lok Sabha.

The Bill also seeks to replace the Indian Medical Council (Amendment) Second Ordinance, 2019.

Participating in the debate, Chowdhury opposed the ordinance route taken by the government to supersede the Indian Medical Council saying it was unhealthy for democracy.

“Ordinance was promulgated twice by the government despite elections being round the corner,” he said.

The Indian Medical Council Act, 1956 was enacted to provide for the reconstitution of the Medical Council of India and the maintenance of a Medical Register for India and for matters connected therewith.

The working of the MCI was under scrutiny since long time and the same was examined by various expert bodies including the department-related Parliamentary Standing Committee on Health and Family Welfare.

May I know factors leading to failure for decades and who else has passed – see floods and drought simultaneously – For decades; Fake currency and stamp papers ; Electricity theft ; Phone and internet problems ; poor quality of constructions all types – Train services – Garbage disposal ; Law and order ; Number of cases pending in courts ; Quality of medicine and infrastructure in hospitals – Security needs commensurate to threat perception ; Intelligence services – whole lot including food/grain wastage along with adulteration and pollution – Contribution of MCI or doctors is hardly 5-10% in isolation for responsibility – Rest is controlled, run, ruled and ruined by other politicians and Officers

    There should be 10:1 student-teacher ratio for UG and 1:1 student-reacher ratio for PG Medical education. The space requirements should be at least 70 sq ft person, vertically or horizontally. The total persons is to be calculated by total number of UG and PG medical students + total number of teachers and staffs+ total number of patients.
    The Promotion of Medical Teachers should be time bound, irrespective of Published Article.
    The MBBS, BDS, etc are to be taken separately.
    The infrastructure of the hospital and College should be ambient, both quantitavely and qualitatively.
    All the above are needed for attention.

  3. full day PG students meaning residents have to jump & fly like spiderman from casualty to OT to wards morning rounds evening rounds & respective ICUs all without lift!! plus answercalls f any from other depts ! so where n when r PGresidents in classroom ! just smtimes once in a while for proposal of paper presentation & updates of same? daily interaction with unit heads Hods or in case of emergencies or mass casualty? not beyond that to b honest! PG ie residents r more into functional on field work like soldiers ! getting the hands on practice of responsibility & treatment ! they dont require classrooms jails cages stonewalls benches! the only time they find time2breathe & hv cup of tea is nearest chaigaadi with o wdout stool! dats all time allows thm2afford! & mean systems of casteism regulatory bodies kept ther level standard at!   4. I agree fully with paramedical staff practically a liability or burden (Not totally their fault) as vicarious responsibility as not selected by us but have to work with them – are totally demotivated due to late & low salary and too much work load (Upto 12 hours)
