To meet the acute housing shortages of AIIMS faculty, the Institute administration has formulated a redevelopment proposal of its campuses in West Ansari Nagar and AyurVigyan Nagar.

The Institute has submitted its proposals to Ministry of Health and Family Welfare with the request that Government may seek consideration of the Expenditure Finance Committee for an expenditure of Rs. 4786 crores to construct 3928 residential apartments in lieu of the 1444 apartments that currently exist on campus. The redevelopment plan formulated by the National Building Construction Corporation, a Maharatna Public Sector Enterprise of Government of India, envisages that moneys for the construction will be raised through monetisation of 10 percent existing campus land.

AIIMS currently has 10171 employees eligible for housing and only 2021 residential apartments. Of these, 1076 are located at the AyurVigyan Nagar Campus, 368 at West Ansari Nagar Campus, 448 at East Campus, 49 at Asiad Village and 80 at Masjid Moth campus.

The present satisfaction level is a low 20 percent. The redevelopment scheme envisages construction of 3060 residential apartments at AyurVigyan Nagar campus and 868 apartments at West Ansari Nagar Campus by construction of 3060, taking the total residential units of AIIMS to 4505. The satisfaction level is envisaged to increase to 44 percent.

The construction would be taken up in phases, phase I envisages construction of 90 type V and 56 type VI units at 4 acre plot plus commercial area and 550 to 600 units of Type II and III at AyurVigyan Nagar vacant land to facilitate relocation. The project is expected to be completed in 36 months.

Deputy Director (administration) V.Srinivas said that the proposal has been approved inprinciple by the Standing Finance Committee of AIIMS on October 29, 2015.

The Standing Finance Committee recommended in-principle the proposal for redevelopment of the Western campus with the condition that the MOU with NBCC will be signed only after the project approval of competent authority which is the Union Cabinet in the present case to take the initiative forward.

The detailed proposal identifying the housing requirements was formulated by a committee headed by Dean Research Prof S.K.Acharya. Director AIIMs Prof M.C.Misra discussed the detailed proposal with all Heads of Departments, Faculty Association, the -2- Officers Union, the Nursing Union and the Karmachari Union on January 4, 2016.

The major impetus to the conceptualisation of the redevelopment project was received following a meeting at the level of Health Minister, 2 rounds of meetings chaired by Principal Secretary to Prime Minister and several follow up meetings at the level of Health Secretary, Secretary Urban Development and Secretary Civil Aviation.

AIIMS has also requested Ministry of Urban Development for allocation of 500 residential quarters in East Kidwai Nagar GPRA. NBCC has assured AIIMS that it would take this opportunity to demonstrate its capacity to execute the redevelopment project as a premier project using modern technology
