All appeals to be filed only through online appeal portal: NMC directs medical colleges

New Delhi: All the medical colleges or institutes challenging the decisions of the Medical Assessment and Rating Board (MARB), UG and PG Medical Education Boards will now have to file appeals exclusively through the Online Appeal Portal of the National Medical Commission (NMC).
NMC has developed a dedicated Online Appeal Portal for filing of appeals by Medical Colleges/Institutions against the decisions of MARB/UGMEB/PGMEB under the various provisions of the National Medical Commission Act, 2019 and the Regulations framed thereunder.
The Apex Medical Commission has taken this step to streamline and digitize the appeal filing mechanism and to facilitate transparent, efficient, and time-bound processing of appeals.
Issuing a notice on 01.07.2026, NMC referred to its earlier Public Notices dated 21.05.2024 and 30.05.2024 regarding the filing of Appeals under the relevant provisions of the National Medical Commission Act, 2019. Through these notices, NMC had specified the procedure for filing appeals through electronic mode and also prescribed the appeal fee.
Medical Dialogues had earlier reported that through the notice dated 21.05.2024, NMC had decided to adopt a uniform fee structure for medical colleges and individuals filing 1st and 2nd appeals before the Commission. Further, the NMC had warned the concerned that in case of deficiencies, the appeals are liable to be rejected on technical grounds.
In its 13th meeting, the Apex Medical Regulator in the country had decided on a uniform fee of Rs 50,000 in cases of appeals filed by colleges or institutes related to the academic year 2024-2025 onwards. The Commission decided that Rs 5,000 shall be charged in all the cases of appeals filed by individuals.
Further, the Commission had decided that all appeals against the orders of the Boards under the Commission would be addressed to the Secretary, NMC.
Referring to the older notices, where the procedure was discussed in detail, NMC in the notice dated 01.07.2026 mentioned that "In order to further streamline and digitize the appeal filing mechanism and to facilitate transparent, efficient and time-bound processing of appeals, the National Medical Commission has developed a dedicated Online Appeal Portal for filing of appeals by Medical Colleges/Institutions against the decisions of MARB/UGMEB/PGMEB under the various provisions of the National Medical Commission Act, 2019 and the Regulations framed thereunder."
"Colleges may file Appeal by clicking on the Appeal icon or by logging in through their respective college login provided on the NMC website. Alternatively, they may access the online appeal portal directly," the Commission added.
Specifying that from the date of publication of the notice, i.e. from 01.07.2026 onwards, all the appeals will have to be filed through the Online Appeal Portal, the Commission mentioned in the notice, "Accordingly, it is hereby informed that with effect from the date of publication of this Public Notice, all Appeals under the National Medical Commission Act, 2019 shall be filed by Medical Colleges/Institutions exclusively through the Online Appeal Portal of NMC."
The Apex Medical Regulatory also pointed out that appeals are often rendered deficient on account of filing under incorrect provisions of the Act, non-submission of requisite documents or filing before an incorrect authority.
"Stakeholders are, therefore, advised to carefully read the terms & conditions and User Manual available on the Online Appeal Portal before filing an appeal," NMC said.
"Consequent upon the operationalization of the Online Appeal Portal, the earlier mode of filing appeals through e-mail or any other mode/channel shall stand discontinued with immediate effect," it further clarified. The notice was addressed to the Dean/Principal of all medical colleges/institutions.

How to File an Appeal:
1. Login to the Portal-
Open the Appeal Portal and log in using authorised college credentials. Enter User ID, Password and Captcha before clicking Login.
2. Dashboard-
The dashboard provides access to Icons of “Total Appeal Applications”, “Pending Appeal Applications”, “Appeals Disposed of”, “Appeal Applications not Admitted”, “Deficiency Raised”, “Search Filters.”
3. Filing a New Appeal-
Click “Add New Appeal”. The system creates a draft application. Complete all mandatory fields before submission.
4. College Information-
Verify pre-filled college details. Update contact information wherever permitted.
5. Appeal Categorization-
Select the Board, applicable Section/Regulation, Academic Year and Course. The available options depend upon the Board selected.
6. Order & Appeal Details-
Enter Order Number, Order Date and upload the impugned order. Upload the appeal letter in PDF format.
7. Supplementary Documents-
Upload Show Cause Notice, Compliance Report, Assessment Report, Self-Declaration and any other relevant documents, wherever applicable.
8. Declaration & Submission-
Read the declaration carefully, tick the declaration checkbox, Save Draft if required, or proceed with Make Payment & Submit.
9. Payment of Appeal Fee-
The appeal fee is ₹50,000 plus applicable GST. Payment may be made through Online Gateway or NEFT/RTGS.
