Apply for Inclusion of New PG Medical Qualifications, Running unapproved courses to attract action: NMC warns medical colleges

New Delhi: Once again, the Postgraduate Medical Education Board (PGMEB) of the National Medical Commission (NMC) has asked the medical colleges to submit proposals for the addition of new medical qualifications, further clarifying that running any unapproved PG courses may attract action from the Commission.

In a recent notice, the PG Board of the Commission has asked the medical colleges to submit proposals for adding new medical qualifications that have not been included in Annexures-1, II, III, IV, V, and VI of the Postgraduate Medical Education Regulations-2023 to the Board.

Medical Colleges can submit such proposals through email at pgmeb.recognition@nmc.org.in and through post as well.

The National Medical Commission (Recognition of Medical Qualification) Regulations, 2023, prescribes the procedure for the inclusion of new medical qualifications. As per the Regulation "Any medical institution conferring an undergraduate or postgraduate or super-specialty medical qualification may apply to the concerned Board, along with such documents and information, for inclusion of any new medical qualification, which is not already included in the list".

Medical Dialogues had earlier reported that the NMC PG Board had issued a public notice on 11.09.2024 asking the medical institutes conferring an MBBS and postgraduate or super-speciality medical qualification to apply to the concerned Board, along with the required documents, for inclusion of any new PG medical qualification.

Again, on 24.09.2024, the PGMEB issued another notice mentioning that medical institutes desiring to start a new MD/MS, DM/MCh, PDF, PDCC or 6 YEAR DM/MCh qualification may seek the guidance of this Board by sending their requests. For this, the colleges were asked to submit a formal proposal along with the required fee.

Referring to the NMC PG Board's notices, the Secretary of NMC, Dr B Srinivas on 27.09.2024 issued a notification inviting applications for the inclusion of new PG medical qualifications.

Again, NMC has asked the medical colleges to submit their proposals in this regard. In this regard, the notice issued by NMC PG Board on 20.12.2024 stated, "In continuation to this Commission's letter No. NP016(20)/1/2024-PGMEB-NMC-Part(1) (e-8270843) dated 27.9.2024 (copy enclosed), all Medical Colleges/ Institutes are hereby once again informed to submit proposals for addition of new medical qualifications which has not been included in the Annexure-1, II, Ill, IV, V and VI of Post Graduate Medical Education Regulations-2023 to this Board, both through email at pgmeb.recognition@nmc.org.in and through post."

Warning to take action against medical colleges for running any unapproved PG medical courses, the notice further stated,

"No Medical College/ Institute should run any PG medical qualification (including PDCC, PDF, etc.) without the approval of this Commission, failing which this Commission will be forced to take action as per provisions of Section 9.1 and 9.2 of the Post Graduate Medical Education Regulations - 2023 and Section 8(1) and 8(2) of Maintenance of Standards of Medical Education Regulations - 2023."

Referring to the PG Board's notice, NMC Secretary Dr. B Srinivas on 01.01.2025 wrote to the heads of all medical institutes and invited applications for inclusion of new PG medical qualifications.

"Please find enclosed Public Notice no. N-P016(20)/1/2024-PGMEB-NMC dated 20th December, 2024 issued by the Post Graduate Medical Education Board (PGMEB) on the subject mentioned above which inter-alia inform all Medical Colleges/Institutes to submit proposals for addition of new medical qualifications etc . All concerned stakeholders are requested to kindly take note of the same," the communication by NMC stated.

As mentioned in the earlier NMC notices, the applicants need to attach the following annexures with the application form:

(a) Standard Assessment Form Part-A [Institutional Information common for all PG Specialities]. See SI. No. 2 at Download Application Forms NMC.

(b) Standard Assessment Form Part- B of the Parent Specialty.

Apart from this, the PG Board had specified that all the applications should be accompanied by the requisite fee of Rs 2,50,000 plus GST @ 18% per qualification and addressed to the Post Graduate Medical Education Board.
