New Delhi: The National Medical Commission (NMC) has directed medical colleges across the country to furnish video recordings of the forth-coming annual MBBS examinations of every phase in order to be granted renewal of permissions.

Highlighting that the submission of such video recordings along with the completed Standard Assessment Form- C is necessary to be allowed renewal permission and if the colleges fail to submit such info, they shall have to face appropriate action as deemed fit.

This announcement was made by the Undergraduate Medical Education Board (UGMEB) of NMC through the notice dated February 06, 2024, where the Apex Medical Commission also informed that all the permitted seats stand recognized as per MSMER 2023 dated 19th September, 2023.

NMC notice dated February 06, 2024 mentioned in this regard, "All Medical Colleges/Institutions/Deemed Universities are hereby directed to furnish the Video Recording of the forth coming annual Examinations for every phase of MBBS (1st MBBS, 2nd MBBS, 3rd-First MBBS and 3rd-Final) to be conducted by respective Colleges/Institutions/Deemed Universities alongwith completed STANDARD ASSESSMENT FORM- C (copy enclosed) through electronic link such as Google, Share point etc. to National Medical Commission on designated e-mail  immediately after the completion of the Examination."

"Further, it is intimated that the submission of above information is necessary for considering the proposals for grant of renewal of permissions. Failing of submission of above required recording/documents shall invite appropriate action as deemed fit," NMC UG board further mentioned in the notice, adding that "All permitted seats stand recognized as per MSMER 2023 dated 19th September, 2023."

In the Standard Assessment Form or Form-C, NMC has demanded information including the name of the course, subject, college, university, place and date of exam, etc. Information regarding the assessors including their name, official address, mobile number and email address are also the required fields that the colleges need to fill up.

Further, the form also requires information including the report of the previous assessment (including the deficiencies pointed out in the last assessment), scheme of examination for theory, clinical/practical and viva voce etc. In respect of the theory exam, the details such as subjects and the allotted time for each paper of theory, place of exam, invigilation arrangements, no. of candidates appeared etc need to be submitted. Besides, the details of the remarks by the assessors regarding the questions asked in the paper also need to be submitted.

Such remarks include details of whether the nature of the questions are MCQs/SAQs/Structured Essay Type/Long Answers type etc, whether the type of questions are recall based/application based or problem based, whether the standard of questions including the level of difficulty is easy/moderate/difficult etc. Comments on questions such as whether the qustions asked broadly cover the prescribed curriculum, remarks on the standard of questions (On a scale of 10 where 0 = Very poor and 10 = Outstanding), etc also need to be submitted.

Apart from these, the assessors also need to submit their remarks on the internal assessment marks that have contributed to the final exams and the method/pattern of examination of internal examinations conducted during the couse of training/study etc, and whether the internal assessment marks influenced the final examination.

In respect of the practical/clinical examination, the colleges need to submit the details including the conduct of the practical exam. They also need to submit whether the practical examination broadly cover the discipline, the time allotted for different sections of the examination, the details of the internal and external examiners, mode of practical examination (in batches or otherwise and the number of students per day), whether there are other exam centers in the same university, whether the same examiners conduct the examinations in other centers too, date of examination in different centers, date and time when the examination was inspected by the assessors, whether the invigilation arrangements are satisfactory, details regarding the number of candidates appeared in the exam, number and type of practical exercises allotted to candidates, details of the standard displayed, and the minimum marks required for passing etc.

For the practical examinations, the Form C seeks details regarding the number of long and short cases, how many cases (long and short) were given to each candidate, types of cases given, the average time for each candidate including the time of examining the patient and the time for discussion fixed time or changed as per the answers of the candidate etc.

Further, details regarding the assessment method, standard displayed by candidates in general in the clinical part of the examination, nature of discussion of case by the candidate including the number and type of questions, if all the candidates were uniformly examined or grades were awarded as per merit of the question, whether the discussion was fair, searching and sufficient for the assessment of practical knowledge and skills, whether the atmosphere was friendly and candidates were allowed to express themselves freely, whether supplementary questions were asked by the examiners to gauze the depth of knowledge of the candidates, whether the assessment was done jointly or by more than one examiners, how many marks were allotted for clinical examination, what was the minimum percentage for passing the clinical part, whether marks obtained in regular internal examinations added on the marks in the final clinical exam, whether any other marks from the course of training and clinical works were added to the marks in the final clinical, whether it influenced the result at the final exam. Further, the details of the method of assessment of clinical work in the wards are also required in the Form-C.

Regarding the Viva Voce exam, the details of content of the interaction, the mode of conduction of the interview, its standard, the nature of the assessment, whether it was done jointly by more than one examiners, whether the marks were obtained in different parts of the examination grouped, the details of the minimum for passing in each section and the grand total, results for the last three years, number of students appeared, number of students passed, and any other remarks need to be submitted.

In the conclusion, the Form C demands information on whether the standard is sufficient for the MBBS exam as required by the Regulations of the Medical Council of India/ NMC? whether the exam was conducted satisfactorily to the assessor (if not, reasons to be mentioned). Observations of the assessors are to be madein assessment report only.
