NMC Deadline to 237 students to Fulfill Deficiencies in Applications for Eligibility Certificates

New Delhi: Releasing a list of 237 medical students abroad having deficiencies in their applications for eligibility certificates, the National Medical Commission (NMC) has given them time until 15th February 2024 to fulfill the concerned deficiencies.

Issuing a notice on 06.02.2024, the Apex Medical Commission has clarified that if these 237 candidates do not fulfill the deficiencies within the deadline set their applications will be summarily rejected.

NMC, the top medical regulator in India, highlighted that these candidates proceeded abroad without obtaining an Eligibility Certificate, as required under the rules and regulations.

The matter came to the notice of the Commission during the recent scrutiny process of applications received for eligibility certificates. NMC Ethics and Medical Registration Board (EMRB) reviewed the applications submitted by various applicants and after careful evaluation, the Commission identified some deficiencies concerning the applications of the 237 applicants.

At this outset, the Commission referred to the section 13(4B) Indian Medical Council Act, 1956, which states that "(4B) A person who is a citizen of India shall not, after such date as may be specified by the Central Government under sub-section (3), be eligible to get admission to obtain medical qualification granted by any medical institution in any foreign country without obtaining an eligibility certificate issued to him by the Council and in case any such person obtains such qualification without obtaining such eligibility certificate, he shall not be eligible to appear in the screening test referred to in sub-section (4A): Provided that an Indian citizen who has acquired the medical qualification from foreign medical institution or has obtained admission in foreign medical institution before the commencement of the Indian Medical Council (Amendment) Act, 2001 shall not be required to obtain eligibility certificate under this sub-section but, if he is qualified for admission to any medical course for recognized medical qualification in any medical institution in India, he shall be required to qualify only the screening test prescribed".

NMC clarified that the requirement of obtaining an Eligibility Certificate before proceeding abroad has been dispensed w.e.f. the declaration of NEET-UG 2019 result through the public notice dated 05.04.2019 and accordingly after 05 June 2019, qualifying NEET-UG Exam has been made mandatory and shall be deemed to be treated as an Eligibility Certificate for Indian/OCI citizen intending to take admission in MBBS or equivalent Medical Course in any Foreign Medical Institution.

In the public notice, NMC further observed that the concerned 237 applicants whose names were mentioned in Annexure-I proceeded abroad without obtaining an Eligibility Certificate and therefore, the Ethics Board of the Commission decided to allow further time for fulfilling the deficiencies in their applications. 

The notice mentioned, "It is observed that applicants whose name is mentioned inAnnexure-I have proceeded abroad without obtaining an Eligibility Certificate. Therefore, it has been decided by the Board to allow further time upto 15th Feb, 2024 to all such applicants as per enclosed Annexure-I (Annexure-I). In case, the applicants whose names are indicated in the list at Annexure-I in do not fulfill the deficiency within the deadline set the applications will be summarily rejected."

Asking all the other applicants who have not been issued Eligibility Certificates till now, the Commission mentioned in the notice, "Besides the list, all applicants who have not been issued Eligibility Certificates to date are also advised to ensure that deficiencies pointed out if any, are fulfilled at the earliest possible date in their own interest."

"We appreciate your cooperation in this matter. Timely rectification of the deficiencies will expedite the processing of the eligibility certificates and help the applicants move forward with their respective endeavors. This issue with the approval of the Competent Authority (EMRB)," it added.

Medical Dialogues had earlier reported that in the last month also, NMC had released a list of 1060 such candidates having deficiencies in their applications for Eligibility Certificates. Issuing a notice dated 07.01.2024, the Apex medical commission had asked them to submit applications and fulfill the deficiencies within three days of time.
