NMC draft scraps Rs 2.5 lakh fee for medical qualification recognition, invites comments

New Delhi: Releasing the Draft amendment to the National Medical Commission (Recognition of Medical Qualification) Regulations, 2023, the Apex Medical Commission has proposed removing the existing Rs 2.5 lakh application fee for the recognition of a doctor's medical qualification.

In the official Gazette dated 16.07.2025, NMC released the draft regulations to further amend "National Medical Commission (Recognition of Medical Qualification) Regulations, 2023". The Commission mentioned that these regulations, titled "National Medical Commission (Recognition of Medical Qualification) Regulations (Amendment), 2025", shall come into force from the date of their publication in the Official Gazette.

Medical Dialogues had earlier reported that NMC had published the final National Medical Commission (Recognition of Medical Qualification) Regulations, 2023, in the official Gazette dated 29.12.2023 to bring uniformity in the matter of recognition of medical qualifications.

These regulations include a comprehensive list of recognised medical qualifications in India, and they also specify the procedure for the inclusion of new medical qualifications and the issue of withdrawal of recognition of a qualification.

Clause 7 of these regulations mention that doctors need to submit Rs 2.5 lakh application fee per qualification for the same being considered by the Board to be included as new medical qualifications.

Application fee – No such application indicated in Section 8 shall be considered by the concerned Board unless submitted with INR 2,50,000/- (Rupees two lakh and fifty thousand only) per qualification as fees.
Provided any foreign authority in any country outside India, entrusted with the recognition shall remit $10,000 (US dollars ten thousand only) per qualification as fees to the Commission while submitting its application in a proforma

However, the Apex Medical Commission has now proposed to amend this provision. In the draft regulations, published in the Gazette dated 16.07.2025, NMC mentioned the following:

Part one of Clause 7 of the Regulations, under the heading “Application fee” is deleted. Now clause 7 will read as: “7. Application fee - Any foreign authority in any country outside India, entrusted with the recognition shall remit $ 10000 (US dollars ten thousand only) per qualification as fees to the Commission while submitting its application in a proforma’.

"The National Medical Commission proposes certain amendment to the Clause 7 of National Medical Commission (Recognition of Medical Qualification) Regulations-2023, the draft Regulation prepared and approved by the competent authority following due procedures is hereby published for information of all stakeholders likely to be affected thereby and notice is hereby given that the said draft Regulation (amendment) shall be taken into consideration on or after the expiry of a period of thirty (30) days from the date on which the copies of the Gazette of India containing these draft Regulation (amendment) are made available to public," NMC mentioned in the Gazette notification.

Seeking objections and suggestions regarding this proposed amendment, NMC further added, "Objections and suggestions which may be received from any person within the period specified above will be considered by the National Medical Commission. Objections and suggestions, if any, may be addressed to the Director (PGMEB), NMC, Room No.214, 2nd Floor, National Medical Commission, Pocket-14, Sector-8, Dwarka, Phase-1, New Delhi-77 and sent by e-mail at (recogmedqualifications2025@nmc.org.in) in the prescribed format attached below."

"The objections and suggestions be sent only on the above e-mail ID and objections/suggestions received in any other means i.e. physical or through other modes may not be entertained. This draft notification will be available on National Medical Commission’s website https://www.nmc.org.in," it further added.
