No approvals if failed to submit Self-Assessment forms, Compliance reports by April 30th: NMC warns medical colleges

New Delhi: Noting that some of the medical colleges have not submitted the requisite documents within the prescribed timeline, the Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC) has warned that the Compliance report and the Self Assessment Forms (SAF) for both MBBS and PG courses shall not be processed for the Academic Year 2024-2025 if they are received after 30th April 2024.

The Apex Medical Commission has warned all the medical colleges across the country that applications for UG and PG medical courses shall be liable to be disapproved without any further communication if the documents are received after 30.04.2024.

Medical Dialogues had earlier reported that MARB received altogether 1675 applications including 1010 applications for the start of PG courses and 665 applications for the increase of PG seats in existing medical colleges for the Academic Year 2024-2025. Among these, NMC through its notice dated 11.04.2024, informed that a total number of 10 institutes had withdrawn their 34 applications for starting and increasing PG medical seats. Further, the board received altogether 112 applications for setting up new medical colleges and 58 applications for increasing MBBS seats in existing medical colleges.

Later, noting that several medical colleges while submitting applications for starting PG medical courses or increasing existing PG seats had submitted the SAF and compliance report as per the Minimum Standard of Requirements for Postgraduate Courses-2023 (PGMSR 2023) dated 15th January 2024, earlier this month, NMC asked the medical colleges to resubmit data within seven days. NMC clarified that Self Assessment Forms (SAF) and the compliance reports are required as per the Postgraduate Medical Education Regulation (PGMER) 2000 and the Establishment of Medical Institutions, Assessment and Rating Regulations, 2023 and other criteria earlier specified by the National Medical Commission (NMC).

Now, mentioning that medical colleges were earlier directed to submit compliance reports and SAF within a stipulated time limit, NMC said in the notice dated 24.04.2024, "It is brought to the notice that with reference to applications received from Medical Institutions to start or increase of PG medical courses/seats and establishment of new college/enhancement of UG seats for the Academic Year 2024-25, MARB-NMC has issued communications, vide F. No. N-19011/10/2023-Assessment Cell/MARB (8249221) dt. 08.03.2024, 12.03.2024, 16.03.2024, 21.03.2024, 22.03.2024, 27.03.2024, 28.03.2024, 31.03.2024 & 01.04.2024 (PG Courses – New and Increase of seats) and F. No. N19011/10/2023-ASSESSMENT CELL/MARB (Pt II). (Comp. No.: 8269876) (UG - New and Increase of seats) dt. 03.04.2024 wherein Medical Institutions were requested to furnish the Compliance Report and SAF within a stipulated time limit of 10 days."

"Further attention is invited to Public Notice No. M19011/11/2023-MARB-NMC (Comp.No.8244596) dt. 10.04.2024 wherein Medical Colleges were requested to submit SAF and Compliance Report as per PG Medical Education Regulation 2000 along with Clinical Material for grant of Increase intake/Start of new Course of P.G. Courses within 7 days," it further mentioned.

NMC warned the medical colleges that if the requisite documents are not received by 30.04.2024, their applications for the Academic Year 2024-2025 shall not be approved.

"It has been observed that despite the clear directions from MARB,NMC, some of the medical institutions have not adhered to the time line prescribed for submission of the requisite documents/compliance report. In view of this circumstance, it is informed to all such institutions that the Compliance report and SAF for both UG and PG Courses received after the 30 th April, 2024 shall not be processed for the A.Y. 2024-25 and their applications are liable to be disapproved without any further communication," NMC mentioned in the notice.

Recently, the Undergraduate Medical Education Board (UGMEB) of NMC directed the medical colleges to submit the Annual Declaration details/Data within the prescribed deadline clarifying that the Commission shall not grant permission for MBBS admission if the institutes fail to submit the Annual Declaration Form.
