Publish Complete Fee Structure, Stipend Details- NMC warns Medical Colleges

New Delhi: Relying on the directions issued by the Supreme Court and the existing medical education regulations, the National Medical Commission (NMC) has asked all the medical colleges/institutions under the purview of the NMC to publish the complete course-wise fee structure and the stipend paid to interns/Junior Residents/Senior Residents, etc. on their official websites.

For uniform disclosure and monitoring, NMC has created a Google Form link through which institutes must submit the complete course-wise fee structure and details regarding stipend payment to MBBS interns/JR/SR etc.  The Commission noted that while many medical colleges/institutes are also sharing the fee structure and stipend details on the Intra MCC portal. However, the Commission mentioned that it is not comprehensive.

NMC has warned that non-compliance with these requirements shall attract regulatory action, including issuance of a show-cause notice, imposition of financial penalties, and withdrawal of the course recognition, suspension of admissions, etc.

Issuing a public notice in this regard on July 11, 2025, NMC mentioned that the Supreme Court in its judgment dated 29.04.2025 (titled State of Uttar Pradesh & Ors. vs. Miss Bhavna Towari & Ors.) addressed the matter of non-disclosure of fees by the college authorities. In this judgment, the Court mandated that all private and deemed universities must disclose detailed information regarding Tuition Fees, Hostel Charges, Caution Deposits, and all Miscellaneous Charges at the pre-counselling stage.

The Supreme Court (Abhishek Yadav & Ors. vs. Army College of Medical Sciences & Ors.), has also issued interim directions in relation to grievances concerning nonpayment of stipends and illegal imposition of internship fees.

Further, the Commission pointed out that in pursuance of ensuring transparency and protecting students from hidden or arbitrary fee demands, as well as addressing concerns regarding non-payment of stipends, NMC has taken various measures in line with existing regulations and judicial mandates.

Regulation 4.3 of the PGMER, 2023 mandates that medical colleges must disclose the fee for each course while entering data in the seat matrix, failing which the seat shall not be counted. Therefore, collection of any undisclosed or unapproved fees shall be treated as unauthorized.

NMC also referred to NMC regulations mandating stipend payments to interns- including Clause 3, Schedule IV of the Compulsory Rotatory Medical Internship (CRMI) Regulations, 2021, Regulation 13 of the Post Graduate Medical Education Regulations (PGMER), 2000, Regulation 5.4 of the PGMER, 2023.

Referring to these, the Commission mentioned in the notice, "These provisions require payment of stipends to interns as determined by the appropriate authority applicable to the institution or university concerned."

Accordingly, it directed the medical colleges to publish the fee and stipend details on their websites. "In compliance with the above-mentioned regulations and court directions, all medical colleges/institutions under the purview of the NMC are hereby directed to publish the complete course-wise fee structure and the stipend paid to interns/ JR/ SR etc. on their official websites," NMC added in the notice.

Punishment for Non-Compliance: 

NMC highlighted that non-compliance with these requirements shall attract regulatory action as per Regulations 30 and 31 of the Establishment of Medical Institutions, Assessment and Rating Regulations, 2023, Regulation 8 of the Maintenance of Standards of Medical Education Regulations, 2023, and Regulations 9.1 and 9.2 of the PGMER, 2023.

For non-compliance, the medical colleges might face the following NMC actions:

(1) Issuance of show-cause notice

(2) Imposition of financial penalties

(3) Withdrawal of course recognition

(4) Suspension of admissions

"These measures are part of NMC’s commitment to fostering fair, ethical, and transparent practices in medical education across the country. Therefore, all NMC approved medical colleges/institutions are instructed to complete the Google Form linked below within seven (7) days from the date of issue of this Public Notice on NMC website. Non-compliance may lead to regulatory action as outlined above," the Commission added in the notice.

Medical Dialogues had earlier reported that the Supreme Court had taken note of an allegation that MBBS interns in 70 percent of the medical colleges in the country were not paid a stipend. Accordingly, after the Supreme Court's directions, NMC had given a deadline to the medical colleges to submit the details of the stipend paid to their UG Interns, Post-Graduate Residents, and Senior Residents of PGs in Super Specialty for the financial year 2023-2024 by 23rd April 2024.

Last year in November, NMC slapped show-cause notices on 198 institutes for not complying with the Commission's directives to upload the details of the stipend paid to the interns and resident doctors.

Back then, releasing a list of those 198 medical colleges on 28.11.2024, NMC specified that the failure of those colleges to submit the information regarding stipends was "considered seriously".
