Recognition proposals not required, annual disclosure mandatory: NMC tells medical colleges

New Delhi: Clarifying that once permitted, the course for the qualification will be considered recognised, the Postgraduate Medical Education (PGMEB) of the National Medical Commission (NMC) has asked all the medical colleges/institutes running PG medical courses not to send proposals for recognition of seats.

However, the PG Board of NMC clarified that the medical colleges must submit the Annual Disclosure Report, along with the requisite fee (online), in respect of each PG medical course run by them, on the designated NMC portal.

Issuing a public notice on 18.08.2025, the PGMEB of the Commission mentioned that the Post Graduate Medical Education Board (PGMEB) has been receiving applications from various medical colleges/institutes for recognition, along with fees, requesting recognition of the courses permitted to be offered by them.

In this regard, NMC PG Board referred to para 3.1(iv) of Chapter-III of the Post Graduate Medical Education Regulations 2023 (PGMER-2023), where it has been indicated that, "Once permitted, the course for the qualification will be considered recognized and seats permitted will be considered as recognized seats for registration of the degree awarded."

Further, the PG Board pointed out that in terms of Chapter II of Maintenance of Standards of Medical Education Regulations 2023 states that "After its establishment, the medical college or medical institution is obligated to furnish an Annual Disclosure Report to the corresponding Board, satisfying such conditions provided under the notified MSRs by PGMEB and regulations of NMC, as the case may be."

Accordingly, NMC PGMEB advised the medical colleges not to send proposals for recognition of seats and mentioned in the notice, "All the Medical Colleges/ Institutions running PG medical courses are hereby advised not to send proposals for recognition of seats. The medical colleges are, however, mandated to submit the Annual Disclosure Report, along with requisite fee (online), in respect of each PG medical course run by them, on the designated NMC’s portal for this purpose as and when called for."

Referring to the PG Board's notice, the Secretary of the Apex Medical Commission recently wrote to the Principal/ Dean of all the medical colleges/ institutes under NMC.

NMC Secretary Raghav Langer mentioned in the communication dated 31.08.2025, "Reference is invited to Public Notice no. N-P050(20)/96/2025- PGMEB-NMC dated 18-08-2025 (copy enclosed) issued by the Post Graduate Medical Education Board (PGMEB) informing all Medical Colleges/ Institutions running PG medical courses that recognition is not required for medical seats in colleges in accordance with Para 3.1(iv) of Chapter-III of the Post Graduate Medical Education Regulations 2023 (PGMER-2023). However, it is mandatory for Medical Colleges to submit Annual Disclosure Report along with requisite fee (online), in respect of each PG medical course run by them, in terms of Chapter II of Maintenance of Standards of Medical Education Regulations 2023. All concerned stakeholders are requested to kindly take note of the same for further necessary action."

Medical Dialogues had earlier reported that last year, while answering the Frequently Asked Questions (FAQs) regarding the PGMER 2023, NMC had clarified that once permitted, the concerned postgraduate medical course shall be considered as recognised and therefore, the "seats permitted will be considered as recognised seats for registration of the degree awarded."
