Upholding the Punjab Health Department's policy requiring Punjab Civil Medical Services (PCMS) doctors to complete a mandatory minimum of one year of service before joining a postgraduate medical course under the non-incentive category, the Punjab and Haryana High Court recently observed that "considerations like rendering service to the department for some period, cannot be said to be wholly without any purpose or irrational."
