Doctors move DME as Rajasthan Medical Council says FMG Internship stipend not its Concern

Jaipur: Through a recent notice, the Rajasthan Medical Council (RMC) invited applications from Foreign Medical Graduates (FMGs) to apply for the mandatory internship and specified that the interested candidates can apply from the same from 25.11.2024 noon till 29.11.2024 midnight.

However, in the notice, while mentioning the instructions and directions of the online counselling for Internship of FMGs, the Council added that "Issue of stipend is not concerned with RMC."

After the RMC notice was issued, doctors under All Rajasthan MBBS Doctor's Association wrote to the State Directorate of Medical Education and raised their demands for equitable stipend distribution.

"Stipends must be granted to all students, irrespective of merit-based distinctions, to ensure fairness and equity among the student body," the association mentioned in the letter addressed to the DME.

Under the provisions of the Foreign Medical Graduates Licenciate Regulations, 2021, medical graduates from abroad must undergo the mandatory internship to be eligible to register and practice medicine in India.

RMC Invites Applications for FMG Internship: 

Instructions and Directions of Online Counselling for Internship of FMGs; 

RMC issued the following instructions:

1. The applications are accepted only on prorate basis, bused on total number of seats available in Medical Colleges and Non-teaching Hospitals (attached with Medical Colleges) of the State.,

2. Rajasthan Medical Council has the right to reject any application in case it doesn't fulfil the criteria.

3. Online counselling will be conducted only in single and final round. Candidates who are selected in counselling will join in concerned Medical Colleges unto scheduled date positively.

4. Rajasthan Medical Council will scrutinise all the applications and shall prepare two Merit lists according to the specified criteria and the same will be published on the website of Rajasthan Medical Council.

5. The candidates according to Merit Lists are eligible to apply online for Provisional Registration with Rajasthan Medical Council according to schedule after joining the internship in Medical College/Institution.

6. The selected candidates have to join the internship programme immediately upto scheduled date positively from the date when list is uploaded on official website of Rajasthan Medical Council.

7. The candidate has to submit a affidavit stating clearly whether his/her studies were online/offline partially online/partially offline, affidavit should not be less than Notary Public level (Annexure-I).

8. Candidate will attach all required documents (scanned copy) which would be confirmed by their passport in concerned Medical College with online application form and at the time of joining the internship and he/she will get them verified with original documents in the office of Principal & Controller of concerned Medical Colleges.

9. During the scrutiny of applications or at the time of internship joining, if any information/document found to be fractacious, the application form can be rejected and for that candidate will be responsible solely.

10. If found Fake documents/Forged/Fabricated documents action will be taken under Bhartiya Nayay Sanhita (BNS) for that candidate will be responsible.

11. Candidates who are already doing internship through previous counselling conducted by this council, are not eligible for this online counselling. If any candidate applies again in this counselling, their application would be rejected and for this he/she will be liable/resposible.

12. Internship counselling application fee of Rs. 5000/= (Rupees five thousand only) 18% GST will be paid to council by FMG students.

13. The period of internship would be according to instructions issued by AMC from time to time.

14. Issue of stipend is not concerned with RMC.

Doctors Write to Rajasthan DME: 

After the RMC issued the notice and invited applications for FMG internship, the doctors under the All Rajasthan MBBS Doctor's Association wrote to the State DME and highlighted the concerns and demands of the medical graduates from abroad. The doctors highlighted the following concerns:


Internship Allocation: 

Referring to the issue of Internship allocation, the association mentioned in the letter that internship opportunities should be provided to all domicile holder students through a single counselling process in both teaching and non-teaching hospitals at the earliest.

Acceptance of Compensation Letters: 

The association further mentioned that compensation letters should be duly recognized by the council to ensure that no student is required to undergo a two-year internship period.


Timely Registration: 

In the letter, the doctors in Rajasthan further mentioned that the permanent registration should be granted within one month of internship completion to avoid unnecessary delays and prevent wastage of students' valuable time.

Equitable Stipend Distribution: 

Further, the doctors argued that stipends must be granted to all students, irrespective of merit-based distinctions!, to ensure Fairness and equity among the student body.

Highlighting these issues, the association urged the State authorities to address the matter on a priority basis to facilitate a smoother academic and professional journey for all students.
