Gujarat Medical Council releases Counselling Schedule for FMGs, Choice Filling to Start from June

Ahmedabad: Through a recent notice, the Gujarat Medical Council has finally announced the counselling schedule for Foreign Medical Graduates (FMGs) to get themselves enrolled for the one and two-year Compulsory Rotatory Medical Internship (CRMI) programme. 

According to the notice issued by the Registrar of the Council on Wednesday, the process of choice filling will commence at 11:00 AM on June 1, 2023 and it will continue till 12:00 noon on June 5, 2023.

The candidates will be able to view their choices from 12:00 noon on June 5 to 5:00 PM on the same day. After the data processing on the next day, the seat allotment will be displayed on June 7, at 12:00 noon. Consequently, the candidates will have to report to the allotted institute from June 8 to June 14.

This counselling schedule is applicable for both the one-year and two-year internship programmes. In both these cases, the term of internship will commence on June 16, 2023. In the case of the one-year internship, the term will end on June 15, 2024 and in the case of the two-year-internship, it will end on June 15, 2025.

GMC has also released a merit list of 907 candidates. According to the National Medical Commission (NMC) list, there are altogether 1,779 internship seats available for the medical graduates from abroad in altogether 37 medical colleges in the State. However, among these available seats, only 890 seats are available for the May 2023 batch of students and the remaining 889 seats are available for the November 2023 batch.

"Detail information about merit list, seat list and undertaking will be available on council websites http://www.gmcgujarat.org/. Clarifying that allotment will be done as per the merit cum preference list depending on the availability of seats, the notice further mentioned that at the time of selection of college/institute/centre, the candidates have to inform either he would opt for 1 year or 2 year Internship as per the NMC instructions in letter dated 09/05/2023 and 28/07/2022.

"As per NMC Rules/ Regulations/ Circulars those who have done online study/ Internship has to opt for 2 years & those who have done physically has to opt for 1 year internship. Than after, they shall be eligible for Permanent Registration. If any candidate/ applicant • has select 1 year and at any time on scrutiny/ verification of passport/ visa/ immigration details & other documents if it is found that he/ she has done online study/ internship than as per NMC rules/ regulations/ circulars he/ she shall not be granted permanent registration and he! she will also be not granted 2nd year internship," GMC mentioned in the notice.

"Every Candidates has to select all colleges/ institutes/ centers according to their choice in choice filling section. If any candidate has selected few/ limited colleges/institutes/ centers and he/ she does not get seat allotment in that colleges/ institutes/ centers in aceordance to his/ her merit, then in any circumstances he/ she will not be allotted internship. Therefore, every candidates are hereby specifically inform to select all colleges/ institutes/ centers name according to his/ her choice," it further mentioned.

Allotment process:

  • The seats will be allotted to candidates whose name appears in the Merit List published by Gujarat Medical Council.
  • Allotment of seats shall be made on the basis of merit cum choice filled by the candidate and availability of seats.
  • The candidates, who have completed their study through online mode, will have to do 2 years internship as per the NIVIC instructions in letter 09/05/2023 and 28/07/2022.

Candidates have further been advised by the Council to report at the allotted college/institutes/centers as per the schedule mentioned in the table. Further, they have been asked to upload notarized affidavit of undertaking, the format of which is available on the Council website. The undertaking has to be notarized on Rs 100 or Rs 300 stamp paper and it has to be uploaded on the website before choice filling and the candidates will have to submit the original to the college/institute/center.

Referring to the issue of stipend and hostel accommodation, the council has clarified, "As per instructions provided by NMC, Gujarat Medical Council is only allotting college/institute/center to the eligible candidates for the purpose of internship. The internship completion certificate, payment of stipend and hostel accommodation will be provided by respective college/institute/center as per the norms of National Medical commission/Government of Gujarat/concerned University. The Gujarat Medical council is not responsible for payment of stipend, accommodation etc."

The notification mentions that after the completion of CRMI, the candidates will have to collect their internship completion certificate from the allotted college/institute/center as per NMC/University/Govt of Gujarat rules and regulations.

"The Candidate is solely responsible for his/ her involvement in any kind of unlawful activities whether inside or outside the campus, and shall be liable for punishment as per the law of the land. The candidate further understand that the college/institute/centre shall in no way provide any support to him/ her and will not be held responsible for his/ her any such action. Any kind of misbehavior or violation of rules will result in termination of his/ her internship at allotted college/institute/centre. College/ Institute/ centre can take disciplinary action as per the prevailing norms of University/Govt. of Gujarat/National Medical Commission/Gujarat Medical Council," the notification mentioned.

"Allotted college/ institute/centre will check all original documents and eligibility at the time of reporting. The college/ institute/centre can refuse joining of Candidate in case of any discrepancy found in it. Original documents have to be submitted to the Dean of allotted medical college/ Institute/centre by the candidate," the notification further mentioned.

It is mandatory for Foreign Medical Graduates to clear the Foreign Medical Graduates Examination (FMGE) and then fulfill the requirement of Internship as mandated by NMC. Only after that, the FMGs are given registration to practice in India.

However, Medical Dialogues had earlier reported that around 2,000 FMG doctors are facing the issue. In case of Rajasthan alone, only around 30 percent of the total students, who cleared the mandatory FMGE test in January have secured a seat for Internship.

Earlier, Rajasthan Medical Council only held counselling for filling only 399 seats while the state almost has approximately 2,000 FMG internship seats. 966 of the 1,365 exam-qualified candidates are still waiting for an internship seat. In Haryana, around 40 students are yet to get an internship seat, sources informed Medical Dialogues.

Students were not certain about the number of available seats in several States and even after three months of the FMGE results, many states across India have not yet commenced the counselling process.

Finally, NMC issued a circular addressing the concerns of the FMGs regarding several issues including validation for Online study by Commission, applicability of NMC Public notice dated 28.07.2022 on FMGs, requirement of Domicile by FMGs for internship, completion of Internship by FMGs in parts at hospitals and medical colleges, issue concerning payment of stipend to FMGs among others.

Offering one-time relaxation to the Foreign Medical Graduates (FMG) who were facing difficulties to join the mandatory internship programme in India due to the limited number of seats in the medical colleges, the NMC has now allowed them to get enrolled at the non-teaching hospitals for this purpose.

In the recent circular, the president of the Undergraduate Medical Education Board (UGMEB) of NMC has validated the list of 679 Recognized Non-Teaching Hospitals for Compulsory Rotating Medical Internship issued by the erstwhile Medical Council of India (MCI) for a period of one year up to May 2024, for the conduct of Internships of medical graduates from abroad only.
