New Delhi: Through a recent notice, the Medical Counselling Committee (MCC) has issued information regarding the registration with respect to stray vacancy round of NEET Counselling for MBBS and BDS admissions this academic year.
All the concerned medical colleges and NEET counselling candidates participating in the stray vacancy round are requested to view the said details mentioned below:
For Candidates:
The Candidates participating in the Stray Vacancy Round can generate their 'Registration Slip' by logging-in their application/registration form and print the same.
The same can be used as the Registration Slip to be produced at the time of participating in the Stray Vacancy Round.
List of registered and eligible candidates will be put up on the MCC portal and only those Candidates can generate the Registration Slip.
For Colleges:
The list of registered and eligible candidates will be put up on the Intra-MCC portal. Only these Candidate must be allowed to participate in the Stray Vacancy Round and the names must be uploaded on the Intra-MCC portal.
In the event of non-availability/non-production of the Registration Slip by any Candidate, the list of registered and eligible Candidates available on the Intra-MCC portal must be utilized for verifying the genuineness of the Candidate.

There are a total of 2,463 MBBS and BDS seats vacant in the NEET Counselling stray vacancy round across the country. The information to this effect comes from the seat matrix released by the Medical Counselling Committee (MCC) after the completion of the mop-up round session of NEET Counselling on 29th December 2020. Stray Vacancy Round will be conducted in offline mode only as per the schedule
According to the List of seats remaining vacant post-Mop-Up Round, out of the 2,463 seats, few are also available in central institutes such as AIIMS and JIPMER.
It is being perceived that this whopping number of vacant seats is evidently due to the spread of coronavirus forcing aspirants to drop their plans to pursue medical or dental courses in deemed institutes corresponding to the fear of travelling far for education.
Delhi:
In Delhi, 5 MBBS seats in total are still vacant, all under the PwD category. 3 MBBS seats belong to Hamdard Institute of Medical Sciences and Research, New Delhi, 1 MBBS seat each from Maulana Azad Medical College (MAMC) and University College of Medical Sciences.
Meanwhile, 57 BDS seats are vacant for aspirants seeking admissions to Maulana Azad Institute of Dental Sciences (MAIDS) and Faculty of Dentistry, Jamia Millia Islamia, ESIC Dental College and Hospital.
Maharashtra:
As indicated, a total of 318 MBBS seats are available so far in deemed medical colleges in the state of Maharashtra compared with 291 in the previous year. In dental colleges, 321 seats are vacant now-around 165% more than last year.
Of the total 318 vacant MBBS seats, close to 250 are in the NRI quota, where fees are higher than the merit seats in deemed colleges. In BDS, though, 252 of the total 321 vacant seats are from the paid seat category.
Tamil Nadu:
Aspirants seeking MBBS and BDS admission in the state of Tamil Nadu have 407 seats available for them in the stray vacancy round.
Of which, 235 are MBBS seats further breaking down to 146 NRI and 89 Management/ Paid quota Seats
The rest, 172 are vacant BDS seats. Of which 39 are under NRI quota and 133 are Management/ Paid Seats
Karnataka:
429 seats are available for the stray vacancy round in the state of Karnataka. Across Medical Colleges, a total of 244 MBBS seats are vacant of which 75 are Management/ Paid Seats and 169 are under NRI quota.
Meanwhile, 185 BDS seats are available for dental course aspirants. 40 seats are vacant under the NRI quota, 136 are Management/ Paid Seats and the rest 9 are ESI seats.
Telangana:
5 MBBS seats are available for the aspirants seeking admissions in Telangana Medical colleges. 4 are vacant at AIIMS Bibinagar while 1 is ESI seat.
Uttar Pradesh:
In UP, 149 MBBS and BDS seats are vacant for the stray vacancy round.
Of the total 149, 62 are MBBS seats breaking down to 2 BHU Open, 11 Management/ Paid Seats, 15 NRI, 34 are vacant at AIIMS.
87 BDS are available in the state dental colleges of which 2 are under AMU NRI quota, 9 are for AMU open and the rest fall under BHU open category including 40 Management/ Paid Seats.
All participating candidates in the stray vacancy round of NEET Counselling may note the following points:
1. Stray Vacancy Round will be conducted in offline mode only as per the schedule.
2. The Candidates must confirm the eligibility conditions from the respective Deemed/Central University before participating.
3. List of eligible Candidates will be forwarded to the respective participating colleges/Institutes/University.
4. The vacancy position for the Stray vacancy round has been uploaded on the MCC website. However, the Candidates must confirm the vacancy position from the respective colleges/Institutes/University.
5. The Candidates must go through the rules/guidelines for Stray vacancy Round uploaded on the MCC website.
6. MCC portal will be opened from 04.01.2021 to 06.01.2021 for New-Registration (as per schedule) only and not for already registered candidates.

The deadline for MBBS, BDS admissions this year had been extended. The extension was in compliance with the NMC orders. The MCC stated in its earlier notice, "As per Letter NMC letter*** dated 24.12.2020 the last date of admission in MBBS Course for the academic session 2020-21 has been extended till 15th January 2021"

The MCC/DGHS conducts Counseling for 15% AIQ, 100% Deemed Universities, Central Universities (Delhi University, AMU & BHU including Institutional/ Domicile Quota), 100% ESIC, AFMC (only Registration Part) & I.P University (VMMC & SJH AND ABVIMS & RML & ESIC Dental, Delhi (15% AIQ + 85% Institutional Quota ) 100% AIIMS & 100% JIPMER.
The role of MCC of DGHS is limited to allotment of seats to the participating candidates, as per their merit and choice, which starts only after receiving the list/data/Information of successful candidates from National Testing Agency i.e. the NEET (UG) examination conducting body.
There are four rounds of counselling i.e. Round 1, Round 2 of AIQ and MopUp Round & Stray Vacancy Round. Out of the four rounds, three rounds are conducted online by MCC i.e. Round 1, Round 2 and Mop-Up Round. The Stray Vacancy round is conducted by the respective Deemed/Central Universities/Central Institutes/AIIMS/JIPMER for which the list of registered & eligible Candidates for the Stray Vacancy round is forwarded by the MCC to the respective Deemed/Central Universities Central Institutes/AIIMS/JIPMER. The allotment shall only be in terms of merit.
The MCC takes no responsibility of any allotment made in the Stray Vacancy Round and shall not be held responsible for any wrong/incorrect allotment.
The Candidates are advised to check their eligibility from the College website before participating in the Stray Vacancy Round.
General Guidelines
1. MCC of DGHS, MoHFW will forward the list of Candidates equaling to ten times the number of vacant seats to the medical college in compliance of the directions of the Hon'ble Supreme Court in Writ Petition(s) (Civil) No(s). 267/2017 Dar-Us-Slam Educational Trust and Ors. V/s Medical Council of India and Ors. Only those Candidates whose name will be present in the merit list of Candidates provided by MCC shall be eligible for the Stray Vacancy Round.
2. The Candidates must be given adequate time before the Stray Vacancy round in order to make the Candidates aware regarding rules/regulations etc. of the Stray Vacancy round before participating in the said Round i.e. the seats remaining vacant and the fee structure should be advertised well in advance on college website. The same should be widely publicized by the Colleges.
3. Colleges must display the eligibility conditions on their website well before the commencement of the Stray Vacancy round in order to enable the participating Candidates to make an informed decision.
4. The Candidates must be allowed to register online. However, physical presence of Candidates along with original documents is must at the time of admission.
5. All the documents of the Candidates must be physically verified by the College Authorities.
6. The names/details of the admitted Candidates must be entered on the Intra-MCC portal by the College Authorities. The said names must be entered only after the College Authorities have correctly verified all the documents/details etc. of the Candidates and the fees has been remitted by the Candidate. Once entered, no name can either be taken out or no alterations/changes can be made in the data entered on the Intra-MCC portal.
7. Candidates must be physically present during the time of admission/verification of documents at the College. Any Authorized Person in absence of the Candidate must not be entertained.
8. Colleges must make the whole allotment process transparent by recording the same and maintaining the CCTV footage of the whole allotment process and must be well documented by maintaining the attendance record etc. The said record(s) must be well maintained by the Colleges in order to enable the MCC or any Authority to verify the details if and when needed.
9. NRI seats must only be allotted to those Candidates whose name is mentioned in the eligible list of NRI candidates uploaded by MCC on the MCC website
10.All due precautions with regard to COVID-19 to be taken care of by the Colleges.
11.The results of Stray Vacancy Round must be displayed on the website of the College.
12.No extension of timelines will be allowed as the last date for completing the Counselling is 15.01.2021.
13.Any Legal complication/enquiry by any Authority due to merit violation or any mistake/default occurred during the conduction of the Stray Vacancy round shall be the responsibility of the College and MCC shall not be held liable for the same.
14.A schedule for Stray vacancy Round regarding date of registration, publication of merit list, verification of documents and admission may be prepared at college level and uploaded on college website for information/knowledge and benefit of the Candidates.
15.Candidates are advised to check their eligibility conditions from the College website before participating in the Stray Vacancy Round as the eligibility conditions are different for different Colleges- Central Universities, Central Institutes, AIIMS & JIPMER.
16.The Stray Vacancy Round for Central Institutes of Delhi will be conducted by the Authorities of VMMC & SJH.
