NEET PG counselling 2025: MCC issues guidelines for PwBD candidates, check details

New Delhi: The Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) has issued a notice for candidates applying under the Persons with Benchmark Disabilities (PwBD) category for the National Eligibility and Entrance Test-Postgraduate (NEET PG) Counselling for the academic year 2025-2026.

"This is for the information to all participating candidates of PG Counselling 2025 who want to apply under PwBD category that in alignment with the Rights of Persons with Disabilities (RPwD) Act 2016 and subsequent notifications particularly the directive issued by the Ministry of Social Justice and Empowerment (MoSJE) on 12.03.2024 and the landmark judgement of the Hon’ble Supreme Court dated 25.10.2024 in the matter of Om Rathod Vs. Union of India & Others and connected matters, the National Medical commission (NMC) has issued Interim Guidelines on Assessment Method for Granting Admission in Post Graduate Courses to PwD Candidates for AY 2025-26. (Copy enclosed for ready reference) which have been received on 15.10.2025," the MCC said.

Through the notice, MCC has informed that the Commission has resolved that all candidates with benchmark disabilities, who possess a valid UDID card issued by the Department of Empowerment of Persons with Disabilities (DEPwD) and further meet the NEET PG eligibility criteria, shall be considered for admission in Post Graduate courses under the PwBD category.

Therefore, the following documents must be mandatorily submitted by PwBD candidates at the time of visiting designated disability centres for examination and obtaining disability certificates for the academic year 2025-26-

1 NEET PG 2025 result card demonstrating eligibility for the PG course.

2 Valid UDID card issued by the designated medical authority under MoSJE.

3 Self-certified affidavits.

4 The candidate will have to approach the designated Medical Board for verification of their self-certified affidavits.

Moreover, candidates who wish to claim an All India Quota seat under PwBD category are required to visit one of the designated disability centers of MCC and submit following documents at the centre to obtain the Disability certificate-

1 NEET PG 2025 result card demonstrating eligibility for the PG course.

2 Valid UDID card issued by the designated medical authority under MoSJE.

3 Self-Certification Form- General in the format.

4 Affidavits, specific to the candidate’s disability category, in the prescribed format of NMC.

The certificate will be generated by the center as per details of disability mentioned on the UDID card, affidavit submitted by the PwBD candidate, fulfilment of eligibility criteria, subject to the Board's assessment of functional competencies.

For disabilities other than the one already discussed in respect of Locomotor, Hearing, Visual and SLD/Cognitive, they will have to submit a valid UDID card and the self-certified affidavit under the category “Others”.

Only those candidates who have obtained Disability certificate from a designated centre of MCC will be shown choices of PwD seats for All India Quota. The disability certificate will be valid for this academic session only.

Candidates are advised to check whether the designated disability centre they are visiting for examination of their disability has that particular facility or not, so that undue inconvenience can be avoided.

Candidates who wish to avail PwBD seats under the 85% State quota can visit the state disability boards for obtaining certificates. However, evaluation has to be conducted by the state disability boards as per NMC Guidelines (2025).

The duties to be undertaken by the designated disability centers and procedure of examination of essential competencies for issuing Disability Certificate have been given in the Guidelines of NMC
