UP DGME Issues Guidelines for NEET PG, MDS Admissions 2025, check details

Uttar Pradesh- The Uttar Pradesh Director General, Medical education and training (UPDGME) has issued a notification regarding the guidelines for admission in (PG) Postgraduate courses such as MD, MS, Diploma, DNB and MDS run in government and private sector medical colleges, dental colleges and autonomous state medical colleges, institutions and universities of the state for the academic session 2025-26.

Through the notification, UPDGME has detailed the important information, such as Online Registration of Candidates, State Merit List, eligibility, etc.

Below are the details-

ONLINE REGISTRATION OF CANDIDATES AND STATE MERIT LIST

Like last year, National Informatics Centre (NIC) Yojana Bhawan, Lucknow, is nominated as the technical institute for the process of online registration, data capture, photo upload, registration/payment of security amount, etc., of the candidates selected through NEET PG-2025 and NEET MDS-2025. The merit list for counselling of UP NEET PG-2025 should be prepared by the Director General, Medical Education and Training, Uttar Pradesh and the Director General, Medical and Health Services, Uttar Pradesh or an officer nominated by them in collaboration with the NIC.

The state merit list of registered candidates will be prepared by giving weightage to the candidates mentioned in the list of eligible doctors of the PMHS cadre provided by the Director General, Medical and Health Services, Uttar Pradesh. The state merit list of registered candidates of DNB and MDS will be prepared on the basis of All India Rank.

ELIGIBILITY

1 Only those candidates who have appeared in NEET PG-2025 and NEET MDS-2025 exams and have been declared qualified in the exams will be considered eligible for counselling.

2 Only those candidates will be eligible to participate in the counselling of NEET MDS 2025, whose internship is being completed by 31 March 2025.

3 Only those candidates will be eligible to participate in the counselling of NEET PG-2025 (MD/MS/Diploma/DNB), whose internship is being completed by 31 July 2025.

4 For counselling against available seats in the State quota of postgraduate courses in the Government sector, candidates who have passed MBBS/BDS from all other Medical Colleges/Dental Colleges of Uttar Pradesh State, except candidates who have passed MBBS/BDS from Aligarh Muslim University, Aligarh, Banaras Hindu University, Varanasi, AIIMS Raebareli and AIIMS Gorakhpur will be eligible.

5 Candidates who have passed MBBS/BDS from all the Medical Colleges/Dental Colleges of Uttar Pradesh State and other states of India will be eligible for counselling for the available seats in postgraduate courses in the private sector.

6 Candidates belonging to reserved categories of Uttar Pradesh State will be eligible for counselling of UP NEET PG-2025 and NEET MDS-2025 as per the cut-off scores for reserved category candidates released by NBEMS.

7 For counselling of UP NEET PG-2025 and NEET MDS-2025, reserved category candidates from other states will be eligible for registration in counselling only as per the cut-off score of the unreserved category released by NBEMS. Such candidates will not be allowed the benefit of a cut-off score of the reserved category released by NBEMS.

8 Candidates who are Indian citizens or domiciled in India and have obtained their primary medical qualification from medical colleges outside India must have passed the FMGE examination.

9 The eligibility criteria for foreign nationals to participate in the counselling of UP NEET PG-2025 will be determined by the National Board of Examinations as per the instructions given in point 4.11 of the information bulletin issued for NEET PG-2025. Such candidates will be eligible for seats in private sector medical colleges / dental colleges of the state.

10 Only in-service candidates of Uttar Pradesh state will be eligible for the state quota seats of the DNB course.

11 Such candidates, who have currently completed a diploma course in any speciality, if they get admission in the degree course of the same speciality through counselling of UP NEET PG-2025.

NON-ELIGIBILITY

1 Candidates who are currently pursuing any postgraduate course or have failed in the same will not be eligible for admission in Government/Private Sector Medical Colleges/Dental Colleges/Institutes/Universities.

2 Candidates who have passed MBBS/BDS examination from Aligarh Muslim University, Aligarh, Banaras Hindu University, Varanasi, AIIMS Raebareli, AIIMS Gorakhpur and outside UP State will not be eligible for admission to seats in Government Sector Medical Colleges/Dental Colleges/Institutes/Universities.

3 Candidates allotted from Stray Vacancy and Special Stray Vacancy Round of UP NEET PG-2024 who have not taken admission will not be eligible to participate in the counselling of UP NEET PG-2025.

REGISTRATION FEE

1 To participate in the counselling of UP NEET PG-2025, all eligible candidates will have to register online by paying the prescribed registration fee.

2 A registration fee of Rs. 3,000/- will be payable for counselling of the first, second, third round and the stray vacancy round.

3 To participate in the stray vacancy round, it will be mandatory for all eligible candidates to do fresh registration.

4 The registration fee will be non-refundable under any circumstances.

SECURITY MONEY

The arrangement of security money for counselling of UP NEET PG-2025 is determined as follows-

1 Rs 30,000/- for seats in government sector medical/dental colleges.

2 Rs 2,00,000/- for seats in private sector medical colleges

3 Rs 1,00,000/- for seats in private sector dental colleges

2 Candidates who wish to participate in counselling for seats in both Government and Private Medical Colleges will have to deposit only Rs. 2,00,000/- as security deposit.

3 Such candidates who wish to participate in counselling for seats in both Government and Private Sector Dental Colleges will have to deposit only the security amount of Rs. 1,00,000/-.

4 Security money will be deposited online. Candidates who do not deposit the security money will not be eligible for choice filling.

5 After completion of counselling for the entire round, if a candidate is not allotted any seat, then his/her EMD amount will be refunded as per rules to the same account from which the payment was made.

COUNSELLING AND ALLOTMENT PROCESS

1 Candidates will be eligible for upgradation of seats allotted from the 1st & 2nd rounds of counselling till the 3rd round of counselling.

2 If any other seat is allotted as per the option given by the candidate for re-allocation, then the previously allotted seat will automatically become vacant and will be allotted to any other eligible candidate. In case there is no reallocation, the seat occupied by the candidate earlier will remain as it is.

3 During choice filling for re-allocation, candidates should not fill the option of the seat admitted in the previous cycle of counselling in the next cycle of counselling. If, after filling the option of the previously admitted seat, the same seat is again allotted to the candidate as a result of re-allocation, then in such a case, the candidate will have to appear at the allotted medical/dental college nodal centre and complete the admission process again. Otherwise, the previously allotted seat will be automatically cancelled. The entire responsibility for this will be on the candidate himself.

ADMISSION PROCESS

1 Candidates allotted to Government Medical Colleges/Dental Colleges/Institutes/Universities will complete the admission process by personally appearing at the allotted college and paying all the prescribed fees as per the system prevalent in the concerned Medical College/Dental College.

2 The list of nodal centres for admission in private sector colleges will be issued separately by the Director General, Medical Education and Training, Uttar Pradesh.

3 Candidates allotted to private sector medical colleges, dental colleges/universities will have to pay the prescribed tuition fee for admission in the allotted college through demand draft in favour of Director General, Medical Education and Training, Uttar Pradesh, Lucknow and appear in person at the designated Nodal Centre and complete the admission process within the prescribed time limit. In no case will the security deposit be adjusted in the tuition fee.

4 At the time of admission, it will be mandatory for the candidates to submit all educational records/reservation certificates in original to the concerned Government Medical College, Dental College or Nodal Centre. If the original records are not available at the time of admission or if the records are found incorrect during verification, the allotment/admission of the candidate will be cancelled.

5 The officer in charge of the Government Medical College, Dental College/Nodal Centre, will update the data of all the admitted candidates on the NIC portal within the stipulated time. Only the admissions updated on the portal will be valid.

6 After taking admission, if any document/certificate/information is found to be forged in the process of verification of any certificate from a competent authority, then in this case, the admission of the candidate will be cancelled and legal action will be taken. The entire responsibility of which will be on the candidate himself.

viii. All the candidates allotted in counselling will be medically examined as per rules by constituting a Medical Board at the college/Nodal Centre level.

ix. Candidates re-allocated from one Government Medical College to another Government Medical College will be refunded all fees except the admission fee by the previously allotted college and it will be mandatory for such candidates to deposit all the prescribed fees at the time of admission in the newly allotted Medical College.
