DY Patil Medical College Fee Issue- UGC Takes Cognisance, calls for action

New Delhi: Taking note of the allegations of exorbitant fee structure, irregularities in the fee fixation committee, and unauthorized fifth-year MBBS charges at D Y Patil Medical College, Pune, the University Grants Commission (UGC) recently directed the institute to take necessary action in this regard.

UGC took note of these issues after a Right to Information (RTI) application was filed in this regard by Dr. Divyansh Dwivedi. After receiving the RTI appeal, the University Grants Commission (UGC) forwarded the same to the Registrar of the institute, which is a deemed university.

"You are requested to look into the matter and take necessary action to resolve the issue at the earliest under intimation to the applicant and UGC," the Commission mentioned in the communication dated 23.05.2025.

Filing the RTI application, Dr. Dwivedi sought documentary proof on whether the National Medical Commission's Fee Regulating norms were followed by the medical college.

As per the NMC rules, private medical colleges/deemed universities should not charge a capitation fee in any form or manner. The rules further specify that to determine the fees for MBBS/PG courses, it needs to be ensured that the principle of education being not-for-profit is strictly being complied with.

"Therefore, it is necessary that whereas all the operating costs and other expenses for running and maintenance of the institution for imparting medical education on a sustainable basis are covered in the fees, no excessive expense and exorbitant profit component should be allowed to be added to the fees," Dr. Dwivedi mentioned in the RTI application, which was registered on 25.04.2025.

Dr. Dwivedi had earlier raised the irregularities in the MBBS fee structure at D Y Patil Medical College Hospital and Research Centre and alleged that college was collecting MBBS fees for 5 years instead of 4.5 years.

Earlier, taking note of the complaints received in this regard, the Undergraduate Medical Education Board (UGMEB) of the National Medical Commission (NMC) had asked the Directorate of Medical Education (DME), Maharashtra, to investigate the matter and take proper action, if required.

NMC had also directed DME Maharashtra to clarify if any medical college in Maharashtra was charging full fees for the 5th year instead of charging only for 4.5 years, the duration of the MBBS course.

In the recent RTI application filed before the UGC, Dr. Dwivedi also questioned the composition and functioning of the fee fixation committee and demanded transparency regarding this under Section 3 of the UGC Act and the precedents set by the Supreme Court.

Previously, taking note of several allegations concerning medical students, their training and the functioning of the institute, NMC had directed DY Patil Medical College to furnish an action taken report. Back then, the Commission had received a complaining alleging several deficiencies in the medical college, including infrastructure and space constraints, irregularities and financial concerns, stipend deductions, issues with the district residency programme, deficiencies in medical training and patient care, and concerns regarding surgical training.

While NMC had asked for an action-taken report, the college had released a statement highlighting that the assessor team of the commission had not found any violations during the inspections.
