Promptly transfer AEBAS IDs to next medical college upon faculty resignation: NMC tells medical colleges

New Delhi: Taking note of the fact that the issue concerning the non-transfer of AEBAS IDs has not been settled yet, the National Medical Commission (NMC) has issued an advisory in this regard to resolve the bottleneck and has directed the medical colleges to immediately transfer the AEBAS IDs to the next institute upon the resignation of the concerned faculty.

In the recent advisory dated May 10, 2023, the IT Section of the Apex Medical Commission has announced several decisions in this regard. The Commission has decided to transfer all blocked employees in Open Pool. Further, respective Nodal Officer of the MCs/Institutions have been asked to transfer Employee IDs to Open Pool instead of blocking them.

NMC has also asked the medical institutes to comply with the instructions issued in connection to adherence to Transfer Out and Transfer In Module in transfer cases without fail. 

"However, if any MC/Institution fails to comply, subject to representation from the faculty along with the submission of Resignation Letter, Appointment Order issued by New College/ Institution at pmu.nicsi@nmc.org.in and non-marking of attendance for 20 days at previous College/Institution in AEBAS portal, NMC will transfer such Attendance ID to new destination," NMC further mentioned.

The Commission has further clarified that any updation connected with AEBAS module in respect of User shall be done only after taking prior consent of the employee.

"Cases of non-compliance would be viewed seriously and strict action will be taken against the erring Nodal Officer/College," the Commission mentioned.

Medical Dialogues had last year reported about the guidelines for implementing AEBAS in medical colleges. Back then, the Commission had directed all the medical colleges to install biometric attendance machine for regularly capturing the attendance of human resources as specified in the regulations.

The guidelines clearly stated, "If any faculty/demonstrator/tutor/senior resident retire/or has resigned/ or taken VRS from the Medical Colleges/Standalone PG Institute, then in such case nodal officer should block the attendance ID of such employee. In case of transfer/appointment of employee from one Medical College/Standalone PG Institute to another. Nodal officer should use transfer-out module of AEBAS system and receiving medical college nodal officer should transfer-in such employees."

Earlier this year, NMC had taken cognisance of the complaints regarding the non-transfer of AEBAS IDs. Pulling up the medical institutes failing to transfer AEBAS IDs in a timely manner, NMC had warned of taking strict action against such medical college and institute including de-recognition, denial in increase of UG/PG seats etc.

Due to the non-transfer of AEBAS IDs of those faculties are get transferred or appointed to a new medical institute, they face problems in marking their attendance.

Referring to this, NMC mentioned in the recent advisory dated May 10, 2023, "The National Medical Commission (NMC) has been receiving several complaints regarding non-transfer of AEBAS IDs in cases of transfer/appointment of employee from on Medical College/ Institute to another, which leads to difficulty in marking attendance and subsequent issues for such person. In this regard earlier guidelines were issued vide circular and letter of even number dated 18th October 2022 and dated 6th March 2023 respectively."

NMC observed that the situation has not improved and there are still incidents of non-compliance of instructions issued in the matter. Accordingly, NMC announced the following decisions to resolve the bottleneck:

1. NMC will transfer all blocked employees in Open Pool. Further, instead of blocking Employee IDs to be transferred to Open Pool by respective Nodal Officer Sf MCs/ Institutions;

2. Instructions issues earlier in connection to adherence to Transfer Out and Transfer In Module in transfer cases shall be complied without fail. However, if any MC/Institution fails to comply, subject to representation from the faculty along with the submission of Resignation Letter, Appointment Order issued by New College/ Institution at pmu.nicsi@nmc.org.in and non-marking of attendance for 20 days at previous College/Institution in AEBAS portal, NMC will transfer such Attendance ID to new destination.

3. Any updation connected with AEBAS module in respect of User shall be done with prior consent of the employee. Cases of non-compliance would be viewed seriously and strict action will be taken against the erring Nodal Officer/College.
