Delhi: The National Board of Examinations (NBE) has invited applications for the Fellowship Entrance Test (FET) 2023 for admission to Fellow of National Board (FNB) Courses and Fellowship Programme for International Students (FPIS).

Detailed schedule –

1. Online Application Submission – up to 8th February 2024 (Till 11:55 PM)

2. Edit Window for All Payment Success Applications - 9th February 2024 to 12th February 2024

3. Final Edit Window to rectify Deficient/Incorrect Images - 19th February 2024 to 21st February 2024

4. Issue of Admit Card - 27th February 2024

5. Examination Date - 3rd March 2024

6. Cut Off Date for qualifying eligible PG qualification towards determination of eligibility for appearing in FET 2023 - 31st December 2023

7. Declaration of Result - By 3rd April 2024

The following sequence shall be observed while filing the online application form –

1. Fill out the user registration form to generate the User ID/Application ID and Password.

2. User ID and Password will be sent through SMS and Email.

3. Complete the application form and upload your Photograph, Scanned signature, Thumb impression & Prescribed documents.

4. Choose your Test City and pay the Examination Fee

5. Agree to the declaration and Submit Application

6. Take a printout of the filled Application form with Transaction ID printed on it and payment status mentioned as “S” (Successful) for records.

A student can submit the FET 2023 application form only once. If a student is found to have submitted more than one application form for FET 2023, NBEMS may issue an admit card to the application bearing a higher order Application number (application ID) and cancel other application(s) forfeiting the fee for them.

Students should ensure that all the information entered during the online submission of the application form is correct and factual. Information provided by the students in the online application form shall be treated as correct and NBEMS will not entertain, under any circumstances, any request for change in the information provided by the candidates.

Students should ensure before applying for the examination that they possess or are likely to possess by 31st December 2023 the Degree/Provisional Pass Certificate of MD/MS/DM/MCh/DNB/ DrNB qualification in the eligible specialty duly recognized as per provisions of NMC Act 2019 and the First Schedule of the Indian Medical Council Act or an equivalent recognized qualification.

An International Student for Fellowship Programme (FPIS) should be duly registered with the appropriate registering authority in his/ her own country where from he/she has obtained his/her PG Medical qualification which is duly recognized by the corresponding Medical Council or concerned authority and applicable provisions of the NMC Act, 2019 and the Indian Medical Council Act. If it is found at any stage that the PG Medical qualification of the student is not a recognized qualification, the candidature/result shall be canceled/deemed to be canceled.

The fee shall neither be carried forward to future exams nor refunded under any circumstances.

Edit Window –

Students who have successfully submitted their payment for the application during the Application Submission window shall only be allowed to edit their applications during 9th February 2024 to 12th February 2024. No new application can be registered or payment can be made during the edit window. Any information/document can be changed/corrected during the edit window except for Name, Test City, Nationality, Mobile Number, and Email ID. Information can be edited any number of times before the closure of the window. The last submitted information will be saved in the records.

Selective/Final Edit Window –

Deficiency related to images uploaded (photograph, Signature, Thumb Impression) shall be intimated to the concerned students, and the same can be corrected during the selective edit window i.e. 19th February 2024 to 21st February 2024. No further opportunity shall be given to make corrections. Students are advised to submit the images in their application as per the prescribed image upload guidelines. Failure to submit images as per guidelines and/or failure to rectify the images shall invite rejection of the application.

Eligibility Criteria –

For Indian Students –

Students who are in possession of a recognized postgraduate medical Degree/Provisional Pass Certificate (MD/MS/DM/MCh/ DNB/DrNB) or an equivalent recognized qualification or likely to be in possession of the same by 31st December 2023 in accordance with eligible feeder qualifications for Fellowship courses.

The cutoff date for qualifying MD/MS/DM/MCh/DNB/DrNB qualification towards determination of eligibility for appearing in FET 2023 shall be 31st December 2023.

Requests for appearing in FET 2023 from students who are qualifying and/or getting the results of their MD/MS/DM/MCh/ DNB/DrNB qualifications after 31st December 2023 shall be summarily rejected.

Registration with NMC/State Medical Council is mandatory and its documentary proof should be furnished at the test Centre on the examination day.

There is no upper age limit for training in NBEMS Fellowship courses.

For International Students –

The student should possess a postgraduate medical qualification equivalent to the eligible feeder qualification.

The cutoff date for qualifying the eligible feeder postgraduate medical qualification towards determination of eligibility for appearing in FET 2023 shall be 31st December 2023.

The qualification of the student should be a registered qualification in his /her own country. The qualification of the student should be a recognized qualification as per provisions of the NMC Act, 2019, and included in the Second Schedule or Part II of the Third Schedule of the Indian Medical Council Act, 1956 which can be seen on the official website of the NMC.

The student should be a registered medical practitioner in his/her own country.

Foreign Nationals desirous of appearing in FET and those, who are required to have security clearance as per the Ministry of Home Affairs (MHA) requirements, shall obtain the security clearance from the Ministry of Home Affairs, Govt. of India. Such eligible students who would qualify for the entrance examination shall have to produce the clearances so obtained from appropriate authorities (Ministry of External Affairs, Ministry of Home Affairs, Local police) for seeking temporary registration with the National Medical Commission before they are permitted to join any FNB course.

The National Medical Commission may, on payment of the prescribed fee for registration, grant temporary registration for the duration of the Post-Doctoral course limited to the medical college/institution to which he/she is admitted for the time being exclusively for pursuing postdoctoral studies. Provided further that temporary registration to such foreign national shall be subject to the condition that such person is duly registered with appropriate registering authority in his/her own country where from he/she has obtained his/her PG Medical qualification, and is duly recognized by the corresponding Medical Council or concerned authority.

A visa support letter shall be issued by NBEMS to facilitate appropriate and valid travel visas and travel medical insurance.

All international students are required to obtain a “No Objection Certificate” from their Medical council /Government to appear in the examination and permission to work in India for the period of Fellowship based on a valid travel document (passport) and valid permission (visa). The documents shall be required to be produced at the time of counseling.

Exam details –

Admit card –

Admit Cards for the FET 2023 Examination shall be available to download at the NBEMS website on 27th February 2024. Students found ineligible shall not be issued admit cards. Students will be informed through SMS/Email alerts and website notices regarding the availability of the admit card on the National Board of Examinations in Medical Sciences website. Admit cards will not be sent to the students by Post/Email.

Students are required to download their admit card from the NBEMS website and affix firmly their recent (not more than 3 months old) passport-size photograph in the space provided on the admit card. The specifications of the photo are enclosed in the notice below.

Entry of students as per time slots given in the admit cards.

FET 2023 shall be conducted by NBEMS at various exam centers engaged for the purpose. Students are advised to familiarise FET - 2023 16 themselves with the route and location of the exam center. Please refer to the chapter on Test Day Procedures for further details.

The exact address and location of the test centers shall be indicated on the admit card. Students are advised to familiarise themselves with the test centre locations at least one day prior to the examination day and ensure that they report for the exam as per scheduled time only.

Barcode/QR Code Reader at Entry Points –

The student will flash the admit card and ID proof for verification to the exam functionary standing across the table with a barcode/QR code reader. Students shall be informed about the assigned lab number. Alternatively, the list of Roll numbers and assigned labs shall be displayed outside the test venue.

Identity checks will be made upon arrival at the test center to ensure that there are no unauthorized students appearing for the exam.

The examination test center staff on duty is authorized to verify the identity of students and may take steps to verify and record the identity of students. Students are required to extend requisite cooperation.

Possession/Use of mobile phones/Electronic devices are strictly prohibited on the premises of NBEMS Test Centres. Students shall be liable for penal action for Possession/ Use of Mobile phones/ Electronic devices.

Students must bring to the test center the following documents –

1. Printed copy of Admit card with his/her photograph pasted on it

2. Photocopy of Permanent SMC/MCI/NMC registration, to be retained by the test center

3. Any one of the below mentioned Govt issued photo IDs - PAN Card/Driving License/Voter ID/Passport/Aadhaar Card (with Photograph)

International Students shall carry their Government-issued Passport at Test Centres (must be original and valid/non-expired).

In case, any student reports to the test center with an e-Aadhaar Card with an Aadhaar number printed on it as proof of identity, the eAadhaar Card should be a good quality color printout with a clearly visible photograph.

Demo Test –

A demo test shall be available for the benefit of students to familiarise themselves with the computer-based Test format at the website NBE. Students will be able to access the Demo test from 24th February 2024 onwards.

Examination Fee –

1. Indian Students - Rs. 3500

2. International Students - Rs. 44250 (Examination Fee of Rs. 37500 + 18% GST)

The prescribed exam fee should be remitted through a payment gateway provided using a Credit Card or a Debit Card issued by banks in India or other modes as may be made available and have been provided on the web page. Fee cannot be deposited through any mode other than the payment gateway available while submitting online application form submission. Examination fees in respect of students who are absent or have been declared ineligible due to any reason will be forfeited.

Scheme of FET 2023 –

The selection of a student will be through an MCQ-based examination namely Fellowship Entrance Test.

Question Paper: There shall be a separate question paper for each fellowship course /clubbed group. The total number of questions in each question paper shall be 100 which shall be divided into two Parts; Part A & Part B.

Part A of the question paper for any fellowship course/clubbed group shall comprise of MCQs from the eligible feeder broad/ super specialty course(s). In case, there is only a single feeder broad specialty course for a particular super specialty, Part A in such a case will comprise of questions from only one broad specialty. 

For Fellowship courses having multiple feeder specialty courses, Part A will comprise questions from all the eligible feeder specialty courses.

Part- B of the question paper: It shall comprise 60 questions pertaining to the concerned fellowship course. The questions shall cover topics from clinical practice and basic sciences as applied to the concerned Fellowship course at the entrance/entry level.

Clubbing - 

Certain Fellowship Courses have been clubbed together and each clubbed group of Fellowship Courses shall be treated as one for the purpose of online submission of the application form and generation of the question paper.
