NEET PG 2020: MCC clarifies on AIQ admission, failure in physical reporting

New Delhi: Through a recent notice, the Medical Counselling Committee (MCC) has clarified about the AIQ admission and failure in physical reporting at the allotted medical colleges. The authority has however also clarified on the matter of online reporting allowance on case to case basis to Round 2 candidates.

This information comes in view of the Physical Reporting being conducted for Round-1 and Round-2 of PG Counselling (till 30th June 2020) amid prevailing COVID situation. MCC is receiving many representations from candidates about problems being faced by them in reporting physically due to non-availability of transport and accommodation at allotted institutes and also from NRI candidates who are stuck abroad etc.

To facilitate such candidates the competent authority is allowing for Online Reporting of Round-2 candidates on case to case basis and the genuineness of case will be decided by the college authorities.

However, the MCC highlighted in its notice that Round 2 candidates who fail to report to the allotted college or express willingness to join the seat online will have to exit with forfeiture. Meanwhile, the students who join their AIQ seats in Round 1 and Round 2, they will not be allowed to vacate or resign the seats.

 The following points should be noted by the candidates;

1. As per the directions of Hon'ble Supreme Court of India in W.P (C) No. 76 of 2015 Ashish Ranjan & Ors. Vs. Union of India & Ors.
"All India Quota Seats remaining vacant after the last date for joining, will be deemed to be converted into state quota."
Such vacant seats after reversion to State Quota are to be filed by State Counselling authorities for Round-2 of State Quota. Hence, the seats of Round-1 candidates who reported online but do not join physically at the allotted college will be Cancelled by the college on last day of Reporting so that the seats come back in the system and included in further rounds of counselling. Also, the Security Deposit of such candidates will be Forfeited.
The Round-2 candidates who do not report at the allotted college or express willingness to join the Round-2 seat online will 'Exit with Forfeiture'.

2. Similarly, as per directions of Hon'ble Supreme Court of India in W.P(C) No. 267 of 2017 Dar- Us- Slam Educational Trust & Ors. Vs. Medical Council of India & Ors.:
"After the second round of counselling for All India Quota seats, the students who take admission in All India Quota seats should not be allowed/ permitted to vacate the seats. This would ensure that very few seats are reverted to the State Quota and also All India Quota seats are filed by students from the all India merit list only. The students who take admission and secure admission in Deemed Universities pursuant to the second round of counselling conducted by the DGHS shall not be eligible to participate in any other counselling."
Hence, the candidates of Round-1 & Round-2 who join their respective seats will not be allowed to vacate/ resign their seats.
