NMC introduces amendment to MBBS Admission regulations with Aadhaar Enabled Biometric Attendance System, invites comments

New Delhi: Introducing amendments to the Minimum Requirements for annual MBBS admission Regulation, 2020, the National Medical Commission (NMC) has proposed making Aadhar Enabled Biometric Attendance System (AEBAS) mandatory for all the medical colleges.

In fact, the Apex medical commission has also clarified that it would not give permission for further renewals, recognitions, continuation of recognition  and further increase of medical seats and establishment of new medical colleges or PG courses without AEBAS.

Further, it is now being compulsory for the medical colleges to share AEBAS related registration and attendance of staff information with NMC through NMC's AEBAS related dashboard.

Inviting comments from the stakeholders in this regard, NMC mentioned in the Public Notice dated December 14, 2022, "It is requested to the stakeholders to provide their comments, if any, on DRAFT proposed amendment within thirty days of this notice. The comments/inputs, may kindly be sent through e-mail at director.nmc@nmc.org.in in MS Word (.docx) format with Subject Title: Comments on proposed Draft amendment."

Medical Dialogues had earlier reported that with an aim to find an effective and convenient digital solution to record the attendance of faculties, NMC had directed all the medical colleges to implement AEBAS within August 2022.

Writing to the heads of the medical colleges, NMC Secretary Dr. Sandhya Bhullar had stated, "Implementation of Biometric Attendance System can be used as an effective and convenient digital solution to recording the attendance of faculties, senior residents and tutors of Medical Colleges. Therefore, NMC intends to implement the Aadhaar Enabled Biometric Attendance System (AEBAS) developed by the National Informatics Center (NIC) in all government and private medical colleges."

Now NMC is considering an amendment to Minimum Requirements for annual MBBS Admission Regulation, 2020' and make AEBAS mandatory in all the medical colleges.

Issuing a public notice in this regard, Secretary NMC Dr. Sandhya Bhullar stated, "In exercise of the powers conferred by section 57 of the National Medical Commission Act, 2019 (30 of 2019), the National Medical Commission hereby makes the following rules further to amend the 'Minimum Requirements for Annual M.B.B.S. Admission Regulations, 2020', namely..."

The notice stated that these new rules shall be called the 'Minimum Requirements for Annual M.B.B.S. Admission Regulations (First Amendment), 2022'.

NMC referred to the Section A. 1.15(a)(ii) of Minimum Requirements for Annual M.B.B.S. Admission Regulations, 2020 that states, "The biometric attendance shall be made available on the Medical College Website in the form of daily attendance dashboard. The Commission may seek from the Medical Colleges/Institutions, such record of attendance during or after assessment."

Introducing amendment in this regard, NMC stated that this rule shall be substituted as Section A.1.15(a)(ii): "All Medical Colleges should compulsory implement Aadhar Enabled Biometric Attendance System (AEBAS) of National Information Centre (NIC) for its faculties, tutors, demonstrators and senior residents. Without AEBAS in place, further renewals, recognitions, continuation of recognition, further increase in seats and establishment of new Medical College or new PG course would not be permitted. Sharing and access of AEBAS related registration and attendance of staff information with NMC through NMC's AEBAS related dashboard is mandatory for the Medical Colleges."

"The principal rules were published in the Gazette of India, Extraordinary, Part III, Section 4, vide notification No. NMC/MCI 35(1)98-med.(ii)123627, dated the 28th October, 2020," further mentioned the notice.
