DME Kerala invites applications for Diploma In General Nursing, Midwifery course, Details

Kerala: The Directorate of Medical Education (DME) Kerala has invited applications for admission in the General Nursing and Midwifery Diploma course. All seats are reserved for SC/ST category.

All the eligible candidates are advised to read the Prospectus details and Instructions mentioned below carefully before filling the Application Form. The candidates can view the application form by clicking on the following link:

The Candidates can read the prospectus for admission to the diploma in general nursing and midwifery course for the session 2021-22. 

 Eligibility for admission:-

a) Candidates for admission to the course should have passed the Plus-2 or equivalent examination conducted by the Government of Kerala or by any of the Universities in Kerala with Physics, Chemistry and Biology as optional subjects and English with 40% aggregate marks. 10+2, ANM course from the schools recognized by INC is also eligible for admission.

b) Only Indian Citizens of Kerala origin are eligible for admission to the course. In order to prove that a candidate is an Indian Citizen of Kerala origin for the limited purpose of eligibility for admission, he/she has to produce one of the following certificates along with the printout of the application itself.

(i) The true copy of the relevant page of Secondary School Leaving Certificate of the candidate showing the place of birth in Kerala.

OR

(ii) The true copy of the relevant page of the Secondary School Leaving Certificate of either of the parents of the candidate showing Place of Birth in Kerala with corroborative certificate to establish the relationship between the parent and the candidate.

OR

(iii) The true copy of the relevant page of the Passport of the candidate, issued by Government of India, showing Place of Birth in Kerala or of either of the parents of the candidate showing Place of Birth in Kerala with corroborative certificate to establish the relationship between the parent and the candidate.

OR

(iv)A certificate of birth from the authority competent to register birth (Panchayat/Municipality /Corporation) showing the candidate‟s or either of the parents (in which case corroborative certificate to establish the relationship between the parent and the candidate is necessary) place of birth in Kerala, to be issued by a competent registering authority.

OR

(v) A certificate from the Village Officer/ Tahsildar to show that the candidate or his/her father/mother was born in Kerala (This is to be obtained in the prescribed format along with the printout of the application).

OR

(vi)A certificate from the competent authority showing that the parent of the candidate is an All India Service officer allotted to Kerala cadre.

(c) Five percent reservation will be granted for candidates with 40% to 50% physical disability of locomotor of the lower extremity after assessing the suitability of candidate for the course.

Age:- Applicants should have completed the age of 17 years on 31/12/2021 and should not be above the age of 35 years on the date. There is no age bar for ANM candidates.

Duration:- The duration of the Diploma course in General Nursing and Midwifery shall be of three years including internship. The maximum period for the successful completion of the course is 6 years.

 Syllabus:- Syllabus of the course shall be the syllabus approved by the Indian Nursing Council.

Number of Seats:- The total number of seats to General Nursing and Midwifery Course is 90, distributed as below:-

* In the absence of ST candidates, SC candidates will be considered in the last allotment process only in 20 seats.

Note: 1. Twenty percent of the seats of each College of Nursing in Thiruvananthapuram, Kozhikode and Kottayam, are reserved for male candidates as per G.O. (Rt) No. 3635/2003/ H & FWD dated 22-12- 2003.

2. In the absence of male candidates those seats shall be allotted to female candidates.

 Mode of admission: Admission to Diploma in General Nursing and Midwifery will be made on merit as assessed on the basis of the total marks secured by the candidates in the Part III optional subject at the Plus two examination/equivalent examination.

In the case of tie: If there is a tie in the total aggregate of marks in the optional subjects, the candidate with higher marks in English at the +2/ Equivalent examination will be ranked higher. In case there is still a tie, the candidate with higher total aggregate marks in the +2 / equivalent examination will be ranked higher. If there is a tie the rank will be decided on the basis of date of birth, ie. the elder person will be ranked higher.

 Selection:– The selection committee will consist of:

1) Director of Medical Education (Chairman)

2) Joint Director of Nursing Education (Convenor)

3) Director, PIPMS

4) Registrar KNMC

5) Principal, Government College of Nursing, Thiruvananthapuram/ Kozhikode/Kottayam.

The decision of the selection committee regarding selection will be final.

 The select list published by the Director of Medical Education will be valid till the last date of admission notified by the Indian Nursing Council.

 All selected candidates shall execute an undertaking to serve the Government for a period of one year after passing their course „if Government so desire‟. Specimen copy of the undertaking is given in ANNEXURE-III.

 Selected candidates shall submit a declaration in the form given in Annexure I to this prospectus duly signed by the candidate and attested by his/her parent/guardian as the case may be. Admission will be refused if this declaration is not produced.

According to the Kerala Prohibition of Ragging Act 1998, „ragging‟ means doing of any act by disorderly conduct to a student of an educational institution, which causes or is likely to cause physical or psychological harm or raising apprehension or shame or embarrassment that student and includes teasing or abusing or playing practical jokes or causing hurt to such students or asking a student to do any act or to perform something which such students will not in the ordinary course be willing to do.

All institutions will have to abide by the directives of the Honourable Supreme Court of India. Dated May 16, 2007 in SLP No.(S) 24295 of 2006 University of Kerala Vs‟ Council Principal‟s colleges, Kerala & Ors (with SLP (C) No.24296-99/2004 & WP (Crl)No.173/2006 & SLP (C) No.14356/2005) and the recommendations approved by the Honourable Supreme Court of India on effective prevention of ragging in educational institutions.

In case, the applicant for admission is found to have indulged in ragging in the past or if it is noticed later that he/she has indulged in ragging, admission may be refused or he/she shall be expelled from the educational institutions.

It shall be the collective responsibility of the authority of the institutions to see to it that effective steps for preventing ragging are taken. Anti-ragging committees and anti-ragging squads will have to be formed to take effective measures against ragging and they should adhere to the stipulations and effectively monitor and comply with the directives.

Each student of the institution and his/her parents, or guardian are required to submit a combined undertaking at the time of registration/admission in prescribed format available in Annexure II which is mandatory for registration/admission.

The Principal, Government College of Nursing, Thiruvananthapuram, Kottayam and Kozhikode are entitled to refuse admission if they are not satisfied with the correctness or genuineness of any certificate produced by the candidate. The decision of the Director of Medical Education in this behalf will be final. The student will be under the disciplinary control of the Principals of the concerned colleges during their training period.

Admission, even if given, will be cancelled, if it is found later, that false certificates have been produced or that admissions have been secured by fraudulent means. Admission will be cancelled if the candidate is found to be involved in Criminal Cases.

 Application form:- Applicant shall download the Application form and Prospectus which are available on the website of the Directorate of Medical Education i.e www.dme.kerala.gov.in. Application forms of previous years will not be accepted.

Application fee:- Applicant shall pay the application fee of Rs.100/- rupees (Hundred) and remit the same in the treasury Head of Account of 0210-03-105-99 and submit the treasury chalan (in original) along with the filled application form.

 How and when to apply:- Application forms correctly filled up together with the following documents should be sent by Registered Post so as to reach the "Director, Directorate of Medical Education, Medical College P.O. Thiruvananthapuram –11" on or before the last date fixed for the receipt of applications. Late applications will not be considered under any circumstances. No applications will be received in person in the office of the Director of Medical Education except on the last date. The envelope should be superscribed as "Application for Diploma in General Nursing and Midwifery for the year 2021 - 2022". Late, Incomplete and defective applications will be rejected.

DOCUMENTS TO BE SUBMITTED WITH THE APPLICATION

a. Application fee receipt remitted in Treasury (original).

b. Attested copy of the relevant page of S.S.L.C or Equivalent certificate to prove the date of birth.

c. Attested copies of Mark list of all parts of Higher Secondary or Equivalent Examination and pass certificate in the qualifying examination.

d. Attested copy of recent Conduct Certificate from the Head of the Institution in which the candidate studied last/Gazetted Officer should be produced.

e. Proof of Nativity as Specified in Clause 2 (b).

f. Attested copy of Certificate of community in the form prescribed in G.O (Ms) 18/83/H&FWD dated 19-07-89 and G.O.(P)2/90/SC/ST/DD dated 12-01-1990 obtained from the revenue authority Concerned.

g. Attested copy of the certificate of Physical Fitness from a Government Medical Officer not below the rank of an Assistant Surgeon.

NOTE:- Application without relevant documents will not be considered under any circumstances and the documents should be properly tagged.

Allotment will be made through a centralized allotment process, which will be conducted by DME. The dates of allotment shall be notified by DME in leading Malayalam dailies and website of DME (www.dmekerala.gov.in). No individual communication will be sent to the candidates in this regard.

Allotment of seats and college shall be done by DME strictly according to the rank at the time of counseling and also based on the option exercised at the time of counseling on the availability of seats.

Candidates are advised to strictly observe the date and time of his/her appearance in allotment process. Candidates should appear at the venue for the allotment process at their own expense.

Candidates who fails to appear for the counseling as per the schedule will forfeit his/her chance for admission and will not be considered for admission to any existing vacancies irrespective of the rank except during the spot allotment. However if a candidates is not able to attend the allotment process on genuine ground, the parent/guardian or any authorized person can act as a proxy at the risk of the candidate on production of authorization letter duly attested by the candidate.

 The Director of Medical Education will publish the Rank list of candidates eligible for admission and also allot the candidate provisionally to the concerned institutions in the State.

Date of joining:- Selected candidates on getting instruction from the Director of Medical Education shall join the college on the date notified in this behalf. The attendance will be calculated from the date of commencement of the classes.

Concession:- Selected candidates are eligible for educational concession, admissible for SC/ST candidates and exempted from the payment of fees as per orders of the Government issued in this regard from time to time. Concession will be available only for a period of 3 years.

The prospectus is subject to further modification, addition if any may be considered necessary by the Government and will be issued as Executive Orders/Notification.

No application for transfer will be entertained after the last date of closing of admission.

Authorization for attending counseling if any: If a candidate is not able to attend the allotment process on genuine grounds, the parent, guardian or any authorized person can act as a proxy at the risk of the candidate on production of an authorization letter in the form given in the Annexure-IV. Authorization letter once received will be considered valid for the entire allotment process unless the candidate revokes in writing.
