Tamil Nadu : The DME Tamil Nadu has released the Prospectus for admission to MSc Nursing course in Tamil Nadu Government Medical colleges and government seats in self-financing paramedical institutions affiliated to the Dr M.G.R Medical university 2022-2023 session.

IMPORTANT INFORMATION:

Application for admission to M.Sc (Nursing) course 2022-2023 session in Tamil Nadu Government Medical Colleges, Government seats in Self financing Paramedical institutions affiliated to the TamilNadu Dr.M.G.R Medical University will be available in the following websites

Any change or modification and relevant information pertaining to this admission process will be made available on the websites www.tnhealth.tn.gov.in & www.tnmedicalselection.org

 The candidates are instructed to visit the websites at least two times a day for updates from the date of application till the end of admission process without fail. Selection Committee will not be responsible for any consequences resulting due to non-diligent follow-up of notices, notification and publications appearing on the websites regarding admission to M.Sc (Nursing) Course 2022-2023 session.

 Candidates are advised to read the prospectus carefully before filling the application and ensure that no mandatory column is left blank. In the event of rejection of the application form, no correspondence /request for reconsideration will be entertained. 

GENERAL INSTRUCTIONS:-

a) Candidates seeking admission to M.Sc (Nursing) course 2022-2023 session in Tamil Nadu Government Medical Colleges and Government seats in Self financing Paramedical institutions affiliated to the Tamil Nadu Dr.M.G.R University should submit the hardcopy (Print out) of his/her online filled application form along with necessary enclosures. The cost of the application ₹.1,200/- (Rs.One thousand two hundred only) (Non-refundable) should be paid through online payment via bank payment portal in the websites. The hard copy ( print out) of filled in online application form along with the enclosures should reach on or before 13.10.2022 5.00 P.M. to the following address:

b) The candidates shall ensure that the hardcopy (Print out) of filled in online application form with all particulars along with enclosures should reaches the Selection Committee within the date and time specified. Applications received by Speed post / courier or any other means, after the last date & time will not be accepted.SC / SCA /ST Candidates of Tamil Nadu are exempted from Application fee.

c) The Selection Committee shall not be responsible for any delay in the receipt or for the loss in transit of application form etc.,

d) Non-Service Candidates should send their applications directly to the Secretary, Selection Committee at the above address.

e) Service Candidates should get their online printout applications forwarded only through the proper channel with the remarks of the forwarding authorities in the format prescribed in the application form. If not, the applications will be summarily rejected.

f) Advance copies from service candidates will not be accepted. 

ELIGIBILITY CRITERIA: -

1 a) Candidates seeking admission to the M.Sc (Nursing) Course should be citizen of India.

b) Candidates of Tamil Nadu Nativity who have completed B.Sc (Nursing) in other States should furnish a certificate of Nativity in Tamil Nadu issued by the competent authority only and supported by a copy of Passport/ Ration Card / Voter's ID / Driving License. If the copy of the supporting document is not submitted, then the application form will be rejected.

c) The candidates who have studied from 11th standard onwards and Post Basic B.Sc (Nursing) including Diploma Nursing / B.Sc (Nursing) in Tamil Nadu need not furnish Nativity certificate but have to give proof for their study period in Tamil Nadu and also furnish a declaration that they are not claiming the nativity in any other state except in Tamil Nadu which is to be signed either by the parent or Guardian and the Candidate.

d) Nativity Certificate submitted later will be summarily rejected. 

2) Candidates should possess a B.Sc Nursing Degree awarded by the Tamil Nadu Dr. M.G.R. Medical University or any other University recognized as Equivalent thereto by the Tamil Nadu Dr. M.G.R. Medical University / Indian Nursing Council. Candidates who have qualified from other universities should obtain and produce an Eligibility Certificate from the Tamil Nadu Dr. MGR Medical University at the time of counselling, failing which they will not be considered for selection. 

3) Candidates seeking admission to the M.Sc (Nursing) course should have obtained not less than 55%(50% for SC/SCA/ST candidates) of the total marks obtained in all semesters taken together in the B.Sc., (Nursing) Degree Course. In case of failure (s) the pass marks in the subsequent attempt(s) shall be taken for calculation purpose. Number of attempts is not considered for calculation of marks. 

a) A candidate who has already completed or acquired a M.Sc (Nursing) in any speciality or who is undergoing M.Sc (Nursing) in any speciality is not eligible to apply for any other speciality in M.Sc (Nursing) course.

b) Candidates who have discontinued the course after the cut off date fixed by the Tamil Nadu Dr. M.G.R. University (xx.xx..2022) are not eligible to apply for two subsequent academic years from the date of discontinuance of the course.

4) B.Sc (Nursing) Graduates should have one year of experience after Basic B.Sc (Nursing) or one year of experience prior or after Post Basic B.Sc (Nursing) in any teaching Hospital / Nursing College / School of Nursing / Community Health Centres from the date of Registration (from the date of receipt of the acknowledgement of registration of the Nurses and Midwives Council) in any of the State Councils in the country. Fractional Values will not be accounted. 

5) The following categories of B.Sc (Nursing) Graduates will be treated as Service candidates for selection under the seats reserved exclusively for service candidates.

i. B.Sc (Nursing) Graduates who are serving in Tamil Nadu Government under the control of the Directorate of Medical Education/ Directorate of Public Health and Preventive Medicine/ Directorate of Medical and Rural Health Services and Directorate of Medical and Rural Health Services (ESI) on a regular basis and who have completed two years of service as on 31.08.2022.

ii. B.Sc (Nursing) Graduates who are serving in local bodies on regular basis and who have completed 2 years of service as on 31.08.2022. 

6) The following categories of B.Sc (Nursing) Graduates will be considered for selection as non – service candidates only.

a) B.Sc (Nursing) Graduates who are serving in Govt. of India institutions in Tamil Nadu / Public Sector undertaking and organization under control of Government of India in Tamil Nadu.

b) B.Sc (Nursing) Graduates who are serving purely on temporary basis in Tamil Nadu Medical Service / Local bodies.

c) B.Sc (Nursing) Graduates serving in Private sector. 

PROCEDURE FOR FILLING THE ONLINE APPLICATION & SUBMISSION OF APPLICATION:-

1) a) Candidates seeking admission to M.Sc (Nursing) course are required to send hardcopy (Print out) of his/her online filled application form along with necessary enclosures The cost of the application ₹.1,200/- (Rs.One thousand two hundred only) (Non-refundable) should be paid through online payment via bank payment portal in the websites.

b) SC / SCA / ST Candidates of Tamil Nadu are exempted from Application fee.

c) Attested recent identical passport size photographs should be affixed to the application form. (Annexure VI)

Note: If the Photograph is not a recent one taken at the time of submitting the application, the application will be rejected. 

2) a) The candidates shall fill in the Application form carefully.

b) Candidates shall ensure that online filled in application form along with necessary enclosures reach the Selection Committee within the date and time specified. Applications received by Speed Post / Courier / any other mean after last date and time will be rejected. 

3) Candidate should submit only ONE application form.

4) Only Photo copies of self attested certificates should be enclosed.

5) a) Only Photo copies of self attested certificates should be enclosed.

b) Application with incomplete or insufficient particulars or without enclosures or those received after the last date mentioned will be summarily rejected (without any intimation to the candidate).

The Government Orders issued and to be issued from time to time pertaining to any of the matters contained in the prospectus should be read as part and parcel of this prospectus and such terms and conditions in the Government Order are deemed to have been incorporated in this prospectus. 

Service candidates should send their online printout applications through the proper channel with the forwarding authority's remarks and the service particulars carefully filled up by the forwarding authority as prescribed in the application form. Applications of the Service candidates who have completed two years of continuous, regular service as on 31.08.2022 alone will be considered. The Heads of Directorate have to issue a Certificate of completion of the required service. The filled in online application should reach in stipulated time. If the application is received after the last date, it will not be accepted irrespective of date of submission and date of forwarding by the Competent authority form, failing which the application is liable for rejection.

a. B.Sc (Nursing) Degree Certificate or provisional pass certificate from the University concerned to which the college is affiliated.

b. First year / Semester to final year / semester B.Sc (Nursing) Mark sheets issued by the University concerned.

c. Tamil Nadu State Nursing Council and Midwifery Council Permanent / Provisional Registration Certificates of Diploma / B.Sc (Nursing) Degree / Post Basic Nursing (or) copy of the acknowledgement of registration of the Tamil Nadu Nurses and Midwives Council.

d. Valid Community Certificate issued by the competent authority.

e. Birth Certificate or copy of H.Sc Certificate / School Leaving Certificate / College Leaving Certificate / Extract from Service Register as evidence for Date of Birth.

f. Eligibility certificate from the Tamil Nadu Dr. MGR Medical University for candidates who have qualified the under graduate course from Universities other than the Tamil Nadu Dr. M.G.R. Medical University.

g. Attempt Certificate in Final Year B.Sc (Nursing) course from the College / University concerned.

h. Experience certificate for one year after Provisional registration from Hospital / Nursing College / School of Nursing / Community Health Centre.

i. Nativity certificate ( if applicable) with supportive Documents.

j. Copy of Posting order ( For service candidates ).Candidates are instructed to produce the above mentioned original Certificates / Documents at the time of admission for certificate verification.  

It shall be the responsibility of the candidate to give the correct mailing address on the main application form. If there is any change of address it should be intimated immediately to the Selection Committee in writing.  

Print out of Online filled in applications without the signature of the candidates will be rejected. 

MERIT LIST:-

 A common Merit List for the M.Sc (Nursing) Degree courses will be prepared for a total mark of 100 by computing of academic marks for 90 and experience marks for 10

COUNSELLING PROCEDURE : -

a) Admission to M.Sc (Nursing) Course, shall be made by the ONLINE COUNSELLING based on rank following the rule of reservation / roster system by Government of Tamil Nadu and as per all other terms and conditions contained in the Government Order issued and to be issued from time to time with regard to rule of reservation. The detailed online counselling procedure are available in Annexure.

b) Candidates have to register and choice lock their choices of preferences in online counselling. Candidates who have not registered and choice locking in the 1st round of ONLINE Counselling will not be permitted to the subsequent rounds of ONLINE COUNSELLING

c) Once options are given during the Online counselling cannot be changed later. Request for change of speciality / college from one to another is not permitted after an option has been exercised at the time of Online counselling.

d) Re-allotment for the Speciality / College will be permitted only during 2nd phase of counselling.

e) Request for transfer from one college / speciality will not be allowed strictly after the cut off date.

f) Individual request for transfer of college will not be entertained during or after counseling.

g) Mutual transfers will not be permitted under any circumstances. 

Candidates who have selected for admission should give a declaration in the form given at the time of admission that he / she is liable for forfeiture of selection / admission if suppression of facts are found at any time during or after admission to the course. The selection / admission shall be liable for cancellation based on the declaration at any time during or after the admission to the course. Further he / she will not be allowed to apply for the M.Sc ( Nursing ) Degree Course for Two Years (Session).  

(i) Candidates who have not registered and not choice locked at the scheduled date and time of online counselling will not be considered for admission. However the selection committee reserves the right to permit the candidate to attend the subsequent online counselling,if a valid reason is communicated to the selection committee before the commencement of subsequent online counselling.

(ii) Candidates who have selected the seats in the first phase of Online counselling, should download the certified provisional allotment order and join the course on or before the date mentioned in the provisional allotment order. The candidates who have failed to join the course are not eligible to attend the subsequent phases of counselling for the academic year 2022-2023.  

The candidates should produce their Original Certificates in person at the time of joining in their selected Medical Colleges/ Institutions along with the xerox copy of original certificates. 

Any change or modification and relevant information pertaining to this admission process will be made available immediately on the websites. www.tnhealth.tn.gov.in www.tnmedicalselection.org. The candidates are instructed to visit the websites from the date of application till the end of counselling without fail. All information including the date of counselling will be put up in the website. Call letters can only be downloaded from the websites. Candidates will be permitted for counselling accordingly. 

All candidates attending the online counselling will have to remit a nonrefundable amount of ₹500/- (Non- refundable) through ONLINE via Debit Cart/Credit Card/Net Banking as processing fee.

The candidates who are selected the course shall pay an amount of 5000/ - through ONLINE Payment Portal via Debit Cart/Credit Card/Net Banking towards Tuition Fee for downloading the allotment order. . This will be adjusted towards the tuition fee that has to be paid to the colleges and the balance amount, towards tuition fee has to be paid in the respective colleges at the time of joining the course. The Tuition Fee is Non refundable, if the candidate discontinues or does not join the course.

METHOD OF SELECTION AND ADMISSION: -

(a) The Selection will be made by, online counselling based on merit and by applying the Rule of Reservation / Roster method followed by the Government of Tamil Nadu wherever applicable. Roster method of rule of reservation will be followed if the seats are more than 1 and less than 8 in each branch as per G.O.Ms.No.241/ dt.29-10-07 of P&AR (K) Dept. of Government of Tamil Nadu. This is subject to the final verdict of the Supreme Court of India in the SLP 14014- 15/09 filed by this Govt. against the orders passed by the Bench of the High Court of Madras dated 12.05.2009 in W.A Nos.763 & 764 / 2007 and W.P No 7067 / 2009.

If the seats are 8 and more, the rule of reservation shall be as follows:-

Open Competition - 31%

Backward Class - 30%

Most Backward / Denotified - 20%

Scheduled Caste - 18%

Scheduled Tribe - 1%

Within the 30% reservation for Backward Classes 3.5% reservation will be provided for Muslims.

16% of seats out of 18% Quota earmarked to Scheduled Caste shall be allocated to the Arunthathiyar Community as per the TN act 4 of 2009.

(b) In each college, 50% of seats in each speciality are reserved for service candidates, in addition to those service candidates selected in the open category. In case an odd number seat remains in any speciality in the total seats sanctioned for that speciality, that seat shall be filled by merit and communal reservation .

The odd seat stated above is referable to each speciality and not to each college.

Example: - There are 13 seats in each speciality of Nursing- 8 seats in Madras Medical College and 5 seats in Madurai Medical College .In this, 7 seats (4 Seats in Madras Medical College + 3 Seats in Madurai Medical College) for the open category and 6 seats (4 Seats in Madras Medical College + 2 Seats in Madurai Medical College) for the Service Category.

(c) For the newly sanctioned seats in Government Colleges after the I Phase of online counselling, reallotment of courses/colleges will be permitted as per merit and communal reservation from rank one. Joined and Wait listed candidates only can attend the online counselling for the allotment of the above seats.

(2)(a) Any remaining unfilled seats for want of adequate number of eligible candidates belonging to SCA community shall be filled by candidates belonging to SC community other than Arunthathiyar as per merit and vice versa. (G.O.(Ms).No. 55m, P & AR Department,dated 08.04.2010.)

(b) Any remaining reserved seats in ST Quota for want of adequate number of eligible candidates belonging to ST community shall be allotted to candidates belonging to SC Community as per merit. (G.O.(Ms) No.77, Health & Family Welfare Department (MCA 1),dated 24.02.2011).

(c) Any remaining unfilled seats in BCM Community for want of adequate number of eligible candidates after exhausting the merit list shall be filled up on merit basis by candidates belonging to BC community without exceeding the quota for BC community as a whole. (G.O.(Ms)No.30,Health & Family Welfare Department (MCA 1), dated 18.01.2012.)

(d) Even after filling up of the required seats reserved for Arunthathiyars on preferential basis, if more number of qualified Arunthathiyars are available, such excess number of candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes other than Arunthathiyars in the inter-se merit among them(G.O.Ms.No.65, dated 27.5.2009 of P&AR(K) Department). 

(a) Seat sharing between Government quota and management quota seats in self financing paramedical institutions will be as per existing state Government policy and applicable court orders.

(b) Service candidates who are taking allotment in Self-financing colleges will not be paid salary and they have to avail leave to which they are eligible for the period of study on their own after obtaining prior permission from their Head of Directorate concerned.

(c) Stipend / Fee structure/ Bond amount/ any other conditions will be as per the Institution admitted into.

DURATION OF COURSE AND TUITION FEES: - 

(i) The Duration of the M.Sc., (Nursing) course shall be 2 years.

The selected candidates have to pay any balance of the Tuition Fee(if any) and other special fees etc., at the time of admission in their respective Medical Colleges/ Institutions.

ii) Selected candidates should pay an amount of 5000/ - through ONLINE payment Portal via Debit Cart/Credit Card/Net Banking towards Tuition Fee for taking the allotment order. This will be adjusted towards the tuition fee that has to be paid to the colleges and the balance amount, towards tuition fee has to be paid in the respective colleges at the time of joining the course. The Tuition Fee is Non refundable, if the candidate discontinues or does not join the course.

iii) Students of SC/SCA/ST community, whose parents'/guardians' annual income is less than Rs.2,50,000/- (Rupees two lakhs and fifty thousand only) and for SC Converted Christianity students whose parents'/guardians annual income is less than Rs.2,00,000/- (Rupees Two lakhs only) are exempted from payment of all compulsory, Non refundable fees (Enrolment/ Registration, Tuition, Games, Union, Library, Magazine, Medical Examination and such other fee compulsorily payable by the scholar to the Institution or University/ Board) and also exempted from all compulsory Non refundable fees fixed by the "Fee Committee". The fees, so exempted shall be claimed by the respective Institutions under the Scholarship Programme of the Government of India in G.O.(Ms) No.6, AD and TW Department, dated: 09.01.2012 and as per G.O.(Ms) No.92, AD and TW Department, dated 11.09.2012. 

STIPEND & SECURITY AMOUNT: 

(i) All service candidates serving in Tamil Nadu Government under the control of the Directorate of Medical Education/ Directorate of Public Health and Preventive Medicine/ Directorate of Medical and Rural Health Services and Directorate of Medical and Rural Health Services (ESI) selected and allotted for M.Sc(Nursing) Course in Government Institutions shall undergo the course and be paid salary as per the Government Orders in force.

(ii) Non service candidates selected and allotted M.Sc (Nursing) course in Government Institutions shall receive stipend as per Government orders in force.  

a) All Service candidates of Tamil Nadu shall execute a bond for a sum of Rs.5,00,000/- (Rupees Five lakhs only)as security amount with the undertaking that they will serve the Government of Tamil Nadu till superannuation . Two permanent Government servants in the same or higher rank than the candidate shall execute sureties. The prescribed form will be available in the colleges at the time of admission. The service candidates shall serve for the Government of Tamil Nadu after the completion of the course until superannuation.

b) Non Service candidates of Tamil Nadu shall execute a bond for a sum of Rs.5,00,000/- (Rupees Five lakhs only) as security amount with the undertaking that they will serve the Government of Tamil Nadu for a period of not less than two years if required. During the above period they will be paid a salary on par with the fresh recruits of the Government of Tamil Nadu Medical Service and the Government of Tamil Nadu will requisition their services if required within a period of two years from the date of completion of their post graduate degree courses. Two permanent Government servants shall be sureties. The prescribed form will be available in the colleges at the time of admission. The bond will become intructuous if he / she serves the Government of Tamil Nadu if required for a minimum period of two years.

c) If for any reason, the candidate is unable to serve the Government for the above said period, the bond amount has to be credited to the relevant Head of account.

d) The Security Bonds are governed by clause (c) under exemption under article 57 of schedule of the Indian Stamp Act 1879 (Central Act II of 1879). Hence the Security Bonds executed need not be stamped.
