EXCEPT FOR PRIORITY V CANDIDATES)

Registration on the MCC/DGHS (MoHFW) website www.mcc.nic.in is MANDATORY to be eligible for AFMS counseling. Please print and retain a copy of the registration slip till completion of the counseling process. Candidates will be eligible for admission into any of the eight AFMS Institutions subject to the local State/ University/ NMC rules & regulations.

The institutes included are –

1. AFMC PUNE

2. AH(R&R) DELHI CANTT

3. INHS ASVINI MUMBAI

4. CH (AF) BANGALORE

5. CH (EC) KOLKATA

6. CH CC) LUCKNOW

7. CH (WC) CHANDIMANDIR

Number of seats –

The institution-wise tentative number of seats available in each specialty for the year 2023 session will be uploaded before the counseling. After fulfilling the AFMS requirements, the remaining seats, if any, will be available to candidates in order of Priority. The number of seats in AFMS institutions available in a particular year for admission may not tally with seats depicted on NMC or MCC website & will be governed by the existing recognized faculty/resources available after approval of the Office of DGAFMS. It is also likely that no seat may be available for some of the priority categories.

The exact number of seats available, along with their status as recognized/ permitted by NMC in different AFMS institutes for the 2023 session, with their subject-wise break-up, will be displayed on the AFMS website before the commencement of counseling of that particular priority. Stipend/ Fee structure may vary from State wise and institution wise. Candidates are advised to visit the AFMS website regularly.

Priority/category for admission -

Admissions for PG studies are strictly governed by Govt of India, Ministry of Defence letter No F/PC-8510/DGAFMS/DG-1/345/2013/D(Med) dated 6th March 2013. The admission and training are controlled by the Office of the DGAFMS in accordance with prevalent rules. The priority for admission of candidates is as follows -

1. Priority-I - AFMS Officers detailed on advanced specialist course/ PG courses.

2. Priority-II - Foreign students sponsored by Government - On approval of DGAFMS/MoD/MEA subject to conditions laid down by the Govt. of India

3. Priority–III - Medical Officers sponsored by Para Military Organization / other Govt. of India organization. A sponsorship certificate mentioning the subjects for sponsorship, duly countersigned by the sponsoring authority in the respective ministry of Govt of India in which the individual is employed, is a mandatory requirement for the candidate to be considered for counseling.

4. Priority-IV – Ex-SSC AMC Officers released from service after completion of contractual service and within three years after their release from service. The date of release should not be before 01 May 2020 or after the stipulated date of joining, as notified by AFMS for the PG session 2023.

5. Priority–V - Civilian candidates willing to serve in the Armed Forces Medical Services (AFMS) subject to their fulfilling the eligibility criteria mentioned in para 18. It may be noted that offering PG seats to civilian candidates as Priority V is with the sole objective to meet the specialist requirement of the Armed Forces Medical Services. Civilian candidates will have to submit a bond agreement to pay an amount as sanctioned by the Govt. of India at the time of allotment of the PG seat, in case they are unwilling to join AFMS when offered commission. They also have to be medically fit as per the standards required for commission in the AFMS at the time of admission. Officers of the AFMS who have resigned their commission/ dismissed/ removed from service/ not completed their initial contractual service/been removed from PG course on disciplinary grounds while in service as SSC officers are not eligible to be considered even as Priority-V candidates, though they may fulfill the age criteria.

Candidates desirous of admission to postgraduate courses in AFMS institutions shall appear in the NEET-PG 2023 and secure a minimum qualifying score as indicated by NBE to be eligible for AFMS counseling. Candidates have to register on the MCC website for AFMS PG Counseling after securing a minimum qualifying score as indicated by NBE in NEET-PG 2023 and shall produce the necessary documents to participate in the AFMS counseling.

Instructions for Priority-V (civilian) candidates -

The age criteria are as mentioned under –

1. Maximum permissible age for Priority V candidates shall be less than 30 years as on 31 Dec 2023 (i.e. date of birth is on or after 01 Jan 1994) to fulfill the service liability as mentioned here under.

2. The candidate shall be liable to serve the Armed Forces Medical Service (AFMS) for 05 years upon successful completion of the PG Course, subject to fulfilling other eligibility criteria. The candidate will have to execute a bond agreement as per Appx ‘B’ at the time of admission to pay a sum of Rs. 56,00,000/- (Rupees Fifty Six Lakhs only) for the session 2023-26 to Govt of India, in case unwilling to join AFMS when offered commission on completion of the course.

3. A candidate who fails to complete the course successfully before crossing 35 years of age as on 31 Dec 2026 will not be eligible for commission in the Armed Forces and rendered Non-Service Liability (NSL). Such candidates will be liable to pay the bond money to the GoI as applicable to them.

4. Civilian candidates (Priority V) will have to undergo a medical examination by a duly constituted medical board at the time of admission so as to assess their fitness for commissioning as per laid down criteria and will be admitted only if found medically fit.

The following eligibility criteria shall be applicable -

1. Admission to the postgraduate medical courses at AFMS institutions, subject to the priorities laid down in the prospectus, is open to graduates of medical colleges recognized by the National Medical Commission and who have registered themselves as Registered Medical Practitioners with any State Medical Council recognized by NMC. Students who have completed/are completing an internship on or before 11 Aug 2023, as notified by NBE, are eligible to apply. However, the Provisional Registration Certificate / Permanent Registration Certificate should be available at the time of admission.

2. The candidate must be a citizen of India (except Priority-II candidates).

3. Priority-II (Friendly Foreign Candidates) sponsored by the Government and approved by the DGAFMS should have passed their MBBS/ equivalent examination (Authority: Govt of India, Ministry of Defence letter No F/PC- 8510/DGAFMS/DG-1/345/2013/D(Med) dated 6th March 2013) and also qualified NEET-PG 2023. As per NMC guidelines, Priority-II candidates are required to apply for temporary registration in NMC under NMC Act.

4. A candidate shall not be eligible if he/she has canceled or failed to report for admission in the past, which has resulted in the lapse of a seat.

5. A candidate who is already pursuing any PG course/ holding a PG degree from any medical institution shall not be eligible for admission to a PG course in AFMS institutions.

6. The number of candidates to be admitted in any discipline during the academic session 2023 - 2026 will be determined by the number of post-graduate teachers available, the student-teacher ratio, and any other criteria laid down by the Board of Governors in suppression of NMC and affiliated University from time-to-time. However, the exact number of available seats in each priority will be displayed before the commencement of counseling for that particular Priority.

7. Any Priority III candidate leaving the allotted seat after the conclusion of AFMS PG counseling will have to submit an application duly signed by the competent authority of the Sponsoring Organization. Any such application requesting to leave the seat without the recommendation of the sponsoring authority will not be accepted.

8. The liabilities of leaving an allotted seat in respect of any candidates in any priority on conclusion of the counseling will be as per the MCC Policy. Any candidate leaving a seat mid-session after the commencement of the course for which the seat gets wasted will not be considered eligible to participate in the AFMS counseling in the next session and will be liable to pay the University charges to which the college is affiliated and bond money as laid down in the Surety Bond executed at the time of admission.

The following methodology will be adopted by candidates -

1. All candidates seeking admission to any of the institutions of the AFMS will have to mandatorily appear in the NEET- PG 2023.

2. All candidates will have to register and opt for AFMS on the Medical Counseling Committee website, www.mcc.nic.in, to be eligible for AFMS PG counseling.

3. A copy of the printed registration slip/printout of the registration details page should be kept safely by the candidate to be produced at the time of counseling.

4. Invitation of application in respect of Priority-III & Priority-IV candidates who have successfully registered on the MCC website after securing minimum qualifying score or more marks as indicated by NBE in NEET-PG 2023 and desirous of taking admission into PG courses in AFMS institutions will be notified on our official website www.afmcdg1d.gov.in / www.afmc.nic.in Merit list of the eligible Priority-III & IV candidates will be published on the same website.

5. The AFMS rounds of counseling will be as per the MCC PG counseling.

List of certificates to be submitted in original by the selected candidates at the college on the day of admission -

1. 06 (Six) Passport size photographs

2. NEET-PG 2023 Admit card and printed copy of the DGHS website registration slip.

3. NEET-PG 2023 rank card allotted by NBE.

4. Class X / SSLC / ICSE certificate as a valid certificate of proof of age.

5. Nationality Certificate/ Xerox copy of valid passport /Domicile Certificate (where applicable)/ Birth Certificate endorsed with INDIAN nationality on it.

6. First to Final year MBBS Mark Sheets of the respective university.

7. MBBS Pass Certificate / Degree Certificate.

8. Internship Completion Certificate.

9. Permanent/Provisional State Medical Council registration certificate.

10. Attempt Certificate.

11. Transfer Certificate / Migration certificate

12. Educational Gap affidavit, if any

13. Allotment letter, which will be provided at the time of AFMS PG counseling

14. Priority III candidates (Para-Military Officers / other Govt of India Org): Subject-specific sponsorship certificate (as per format placed at Appx ‘A’) issued by the respective Para-Military / other Govt of India organization duly signed by the Competent Authority in the respective ministry of Govt of India in which the individual is permanently employed. This has to be produced at the time of counseling, without which the candidate shall not be allowed to attend the counseling. During counseling, eligible candidates will be considered eligible for only those subjects which are mentioned in their sponsorship certificate duly signed by the competent authority in the respective ministry of Govt of India in which the individual is permanently employed. Ink signed copy of the sponsorship certificate will be required to be deposited at the time of admission to the respective AFMS Institution.

15. Priority IV candidates - Release order from Armed Forces Medical Services and movement order from last unit for proceeding on release and NOC in case of SSC Officers in their last year of initial contractual service/ extended contractual service.

16. Declaration by the candidate is placed at Appx ‘B’.

Counseling for the allocation of subjects will be held as described below -

1. Priority-wise online counseling will be held based on candidates’ merit- cum-choice except for Priority-V, whose counseling will be held at AFMC, Pune, in person.

2. The seat matrix will be displayed at the time of counseling.

3. All other priorities will follow counseling for Priority-I candidates. ONLY those vacancies which remain vacant after the filling of the seats by the serving officers and foreign-sponsored candidates will be available for allotment to other priorities. These seats will be filled in the order of priority and merit cum choice.

4. All candidates are requested to watch the AFMS website www.afmcdg1d.gov.in / www.afmc.nic.in for updates regularly for the schedule of counseling.

5. Eligibility of a candidate will be the responsibility of the candidate themselves as per the criteria mentioned in the Information Bulletin. He / She should check his / her eligibility for Priority/ Institution/ subject before participating in the counseling process.

6. The candidates who have been issued the admission letter shall produce all the original certificates for verification as applicable. Candidates without documents in original at the time of admission will not be eligible for admission to the college even if he/she has got the necessary merit.

Admission procedure -

1. Admission to PG courses at AFMS institutions is provisional and subject to confirmation/ratification by the Office of DGAFMS & University concerned. The selected candidates are required to submit additional documents/ certificates as per specific requirement of the institute/ University. Candidates should ascertain these details from the Dean of Academics of the Institute.

2. Decision of the Commandant of the college shall be final and binding.

3. All candidates are advised to preserve their Admit Cards of the NEET- PG 2023 and NEET Rank card till the allotment of the seats and admission to the institution.

4. The Priority-V (civilian) candidates participating in AFMS PG counseling will have to report to AFMC, Pune, before the cut-off time on the designated date, which will be intimated before the counseling through our official website for initiation of the admission procedure.

5. Medical examination of civilian (Priority V) candidates : This is a mandatory requirement for all civilian (Priority V) candidates. The medical standards required for civilian candidates are those applicable for selection as commissioned officers in Armed Forces Medical Services. Admission to PG courses shall only be given to those civilian doctors who are found medically fit for commission by a designated Medical Board as per laid down medical standards for commissioning. For reference of the candidates, the medical parameters are available at www.indianarmy.nic.in, and the same is also available on the DGAFMS website (www.afmcdg1d.gov.in / www.afmc.nic.in).

6. The candidates who are found medically unfit by the Medical Board will not be admitted to any of the AFMS institutes. There is a provision of appeal/review for any candidate who has been found to be medically unfit by a Board of Medical Officers as per directions of the O/o DGAFMS. If the candidate wishes to appeal, he/she should apply to the Commandant, AFMC, Pune, by 1800h on the day of being declared medically unfit. The decision of the Appeal Medical Board will be final. There is NO provision for medical examination/board of any other nature after a candidate has been declared unfit by the Appeal Medical Board. There is no provision for declaring a candidate temporarily unfit. Candidates finally declared unfit will not be considered for admission. No seat will be kept pending on account of the candidate wishing to undergo treatment (Medical / Surgical) for a disease/ disability for which he/she is made unfit.

Medical examination of civilian (Priority V) candidates - This is a mandatory requirement for all civilian (Priority V) candidates. The medical standards required for civilian candidates are those applicable for selection as commissioned officers in Armed Forces Medical Services. Admission to PG courses shall only be given to those civilian doctors who are found medically fit for commission by a designated Medical Board as per laid down medical standards for commissioning.

Security Deposit - All selected candidates who opt to join the course at AFMS institution (except serving officers) will have to deposit Rs. 10,000/- (Rupees Ten Thousand only) as security deposit by DD in favor of the Commandant of the AFMS institution where he/she has accepted the seat. The same is refundable after completion of the course.

Fee Structure - The candidates will follow the fee structure as laid down by the University / existing Govt. of India regulations. Fees will not be refunded once admission is completed.
