CMO Bandipora Suspends Doctor Over Independence Day Absence

Bandipora: A government medical officer posted at the District Hospital Bandipora has been suspended for dereliction of duty and failure to participate in the Independence Day celebrations, according to an order issued by the Chief Medical Officer (CMO), Bandipora.

The doctor, posted as a Medical Officer at the District Hospital Bandipora, did not attend her scheduled duty on August 14. The CMO’s order noted that her absence adversely impacted patient care at the hospital.

According to the Observer Post, the order further stated that on August 15, despite clear written instructions, Dr. Salam did not attend the Independence Day celebrations and remained absent without any prior intimation or authorization. The CMO noted that her absence amounted to “disrespect and disregard for a National Event” and showed “indiscipline unbecoming of a Government servant.”

As a result, disciplinary action was initiated under Rule 31 of the Jammu & Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, and Article 128 of the J&K Civil Service Regulations. The doctor has been placed under immediate suspension pending a formal inquiry.

During this period, she has been attached to the Head of the Ophthalmology Department at the District Hospital Bandipora. As per service rules, she will receive a subsistence allowance for the duration of her suspension.

Medical Dialogues had previously reported that the Tamil Nadu Health Department had temporarily suspended the duty doctor, nurse, and other staff at the Upgraded Primary Healthcare Centre (PHC) in Melvisharam, Ranipet district, after they were found absent during duty hours.

The suspension followed a surprise inspection conducted by State Health Minister Ma. Subramanian. Arriving at the facility around 8 a.m., the Minister found that no staff—neither the on-duty doctor, nurse, nor other medical workers—were present, despite the centre’s scheduled hours of 8 a.m. to 3 p.m. on all days except Sundays.
