Disengage Senior Resident Doctors indulging in Private Practice: Odisha Govt warns GMCs, Hospitals

Bhubaneswar: Senior residents in Odisha will no longer be allowed to engage in private practice as the State Government has issued directions in this regard to all clinical establishments. The State has ordered the health facilities in the State to disengage senior resident doctors of government medical colleges and hospitals, district headquarter hospitals and other health facilities, found indulging in private practice.

In this regard, the State Director of Medical Education and Training (DMET)-cum-chairman of State Regulatory Committee Dr. Sachidananda Mohanty has asked all the owners/chairpersons/CEOs of private hospitals and clinical establishments to disengage the senior resident doctors with immediate effect and not to engage them henceforth.

As per the latest media report by The New Indian Express, following the State's directions, all the clinical establishments will now have to implement this order and ensure that the senior residents are not engaged in private practice. Commenting on the matter, Dr. Mohanty informed the Daily that if the senior resident doctors or the clinical establishments fail to comply with this order, appropriate action would be taken against them.

The State DMET has also issued directions to the Deans and Principals of all the medical colleges and hospitals and the directors of Capital Hospital, Rourkela Government Hospital and Acharya Harihar Post Graduate Institute of Cancer, VIMSAR and chief district medical and public health officers, asking them to issue directions to all the clinical establishments in their jurisdiction in this regard immediately.

Medical Dialogues had earlier reported that earlier this year, aiming to overcome the scarcity of doctors in the remote areas of the State, the Odisha Government introduced a two-year bond service policy for the candidates joining postgraduate medical courses in the government medical colleges in the State.

Issuing a notification in this regard, the State Health and Family Welfare Department clarified that the new bond shall apply to all the candidates getting admitted to the government medical colleges, either under the state quota or all India quota in PG Diploma / Diplomate National Board (DNB) / Doctorate National Board (DrNB) MD/ MS/ MDS/ DM/ M.Ch. courses or any other courses as may be adopted in the state and notified from time to time.

In respect of the penalty terms for the bond defaulters, the Government decided that the penalty for the defaulters will be double the amount of stipend or the salary received till the date of leaving the course.

Back then, the State Health Department also asked the private healthcare institutes in the State not to engage any doctors if they fail to confirm, by the way of an affidavit, that they are not violating any bond provision for the post-PG service.
