Along with the revised pay structure, the government has also approved a 5 per cent annual increment for doctors working under these categories and assured that the same will be provided in the upcoming years. The doctors under the association serving at the GMC will also benefit from the hike.
Announcing the hike, Health Minister Vishwajit Rane stated that first-year postgraduate (PG) resident doctors will now get a monthly stipend of Rs 80,000 instead of Rs 60,000, second-year residents Rs 85,000 instead of Rs 62,500, and third-year residents Rs 90,000 instead of Rs 65,000. Similarly, the monthly remuneration of tutors has been increased from Rs 85,000 to Rs 95,000, and that of lecturers from Rs 95,000 to Rs 1.2 lakh.

The development comes after the Goa Association of Resident Doctors (GARD) met with the Hon’ble Chief Minister of Goa, Dr Pramod Sawant, in October 2025 to discuss the long-pending issue of stipend revision for postgraduate resident doctors at Goa Medical College (GMC).
During the meeting, GARD highlighted that the stipend structure had remained unchanged since 2015, despite significant increases in inflation and workloads. They emphasised that many resident doctors are the sole earners for their families, making this revision not just necessary, but urgent.
It was also brought to the Chief Minister’s attention that several other states currently offer stipends nearing Rs 1 lakh, while Goa continues to face bureaucratic delays with files moving back and forth without concrete resolution. In response, Dr Sawant acknowledged the gravity of the issue and assured GARD that the stipend/salary for resident doctors will be increased.
Following this, the health minister announced the hike in salary. He said, "This step reflects the government’s commitment to recognising the tireless service, dedication and sacrifice of doctors who form the backbone of Goa’s healthcare system and remain at the forefront of patient care every single day."
Appreciating the government's move, GARD president Dr Lakshya Kumar Jha told TOI, "The hike represents a long-standing demand of the resident doctor community. It marks one of the most significant stipend revisions ever implemented in our institute. The collective approach adopted by all stakeholders ensured that this matter was resolved through dialogue and mutual understanding. This milestone reflects the effectiveness of constructive communication, perseverance and teamwork, and it stands as a testament to what can be achieved through responsible and solution-oriented representation."
He said the GARD remains committed to working collaboratively with the government and administration in the best interests of resident doctors and Goa’s healthcare system.
