The court has now directed the Banjara Hills Police to register a criminal case and begin an investigation into the matter.
Dr. Ramulu first approached Banjara Hills Police on April 22, 2025, with a detailed complaint backed by documents and WhatsApp conversations allegedly proving criminal conspiracy, breach of trust, and cheating. However, despite the prima facie evidence, the police failed to register an FIR.
According to News Meter, a subsequent representation to the City Police Commissioner also went unanswered, prompting the complainant to approach the court under Section 175(3) of the BNSS, 2023.
As per the complaint, Dr. Ramulu was misled into purchasing a housing plot in the upscale MLA Colony in Banjara Hills in 2020. The Deputy Superintendent, NIMS Hospital and former president, Sri Venkateswara Co-operative House Building Society, allegedly presented the land as a distressed sale opportunity from the cooperative society, offering it at ₹2.7 crore against an alleged market value of ₹5 crore. The complainant stated that the payment was made through various channels, including cash, bank transfers, and a demand draft, and the property was registered in his name.
Trouble began in 2021 when the Cooperative Registrar launched an enquiry into the society’s land dealings. Findings revealed that the plot sold to Dr. Ramulu was not eligible for sale, being part of excess land allocated for public amenities. As a result, the registration was cancelled in August 2022. The Enquiry Officer’s report recommended criminal proceedings against the accused.
Dr. Ramulu further alleged that after he sought a refund, the accused initially made reassurances but later turned hostile. He claimed that the Deputy Superintendent at NIMS Hospital issued threats and warned him not to approach law enforcement, boasting of political connections and influence that could be used to falsely implicate him in criminal cases.
The complainant stated that he feared for his safety and remained silent until he learned about similar complaints against the accused.

Taking note of the complaint and the police’s inaction, the III Additional Chief Judicial Magistrate directed Banjara Hills Police to file an FIR under multiple sections of the BNSS 2023, including cheating, conspiracy, and criminal intimidation, reports News Meter.
The petitioner has urged the court to mandate a comprehensive investigation and ensure the filing of a chargesheet against the accused, aiming to prevent further victimization and uphold the rule of law. Updates on the case are currently awaited.
