Non-Compliance of NMC Advisory for DM, MCh Doctors in UP: FORDA writes to CM

In their recent letter directed to the Chief Minister of Uttar Pradesh, the association has requested the CM to look into the matter on an urgent basis and take necessary measures in favour of D.M/M.Ch residents of the State.

Such a letter of solidarity on the part of FORDA has come after the resident doctors in UP raised the issue and wrote to the State Government regarding the same.

Supporting the demands of resident doctors in UP, FORDA has mentioned in its letter to the CM that, "It has been brought to our notice that in violation of the NMC Advisory, the D.M/M.Ch Residents of Uttar Pradesh who have passed their Final Exit Examination, have been given tenure extension as Senior Residents only. This has led to a lot of dissatisfaction among the Resident Doctors who will be forced to hold protest across the State if their demand is not met. It is their genuine demand that they should either be appointed as Assistant Professor in their respective Institutions or relieved from their duties immediately, so that they can serve the community in their home districts."

Medical Dialogues had recently reported that apex medical education regulatory body of the country, NMC declared on August 9 that not paying a stipend to the residents for their service and refusing to relieve them by holding their documents after completion of their tenure are "Illegal".

NMC in that advisory had also clarified that wherever the examinations have been held and the results are declared, the successful MD/MS and DM/M.Ch candidates shall be designated as Senior Residents and Assistant Professors, respectively, and be paid accordingly.

However, the advisory allegedly is not being followed in Uttar Pradesh where D.M/M.Ch resident doctors have been given service extension in the post of senior residents only even though they have passed their final examination.

Recently, the Association of Resident Doctors of Uttar Pradesh raised the issue in a letter directed to the Medical Education Minister of the State. Afterward, FORDA also came out in their support and wrote to the Chief Minister as well.

Speaking to Medical Dialogues regarding the issue, Dr. Manish, President of FORDA said, "The NMC advisory was not being followed in Uttar Pradesh. When the students approached us, we wrote to the CM regarding the matter. We also had a meeting with the concerned authorities and we are hoping for a positive outcome."

"We have also approached the DGHS a couple of days ago and we have requested them to issue a direction on the basis of the NMC advisory. If that happens then all the institutes would likely follow the rules," he further added.
