The association stated that the doctors will not attend OPDs and will completely stop work if the government does not meet their demands by the end of December.
Highlighting their 18-point charter of demands, the association said that without the implementation of the demands, the doctors working at government hospitals will continue to face challenges.

The main demand of OMSA is the quick implementation of the Dynamic Assured Career Progression (DACP) system, which ensures timely promotions for government doctors. Following this, the doctors demand a KBK exit policy, transparent transfer procedures, cadre restructuring, regular DPCs, safety and security of healthcare professionals, health insurance, and basic amenities.
They also want PAR reforms, clean administration, uniform OPD and emergency services, and involvement of OMSA in consultations on policy matters. In addition, Capital Hospital, revising allowances, regularising ad-hoc doctors, strengthening institutions, and justice for veterans are among the other major issues raised by the doctors.
Speaking to TNIE, OMSA state president Dr Kishore Chandra Mishra said, "Government doctors across the state will boycott work and refrain from attending OPDs as part of the agitation. Timely DACP is of paramount importance, and 18 states have already implemented it, except Odisha and a few others. Delays in holding departmental promotion committee meetings and DACP have led to frustration and de-motivation among doctors, causing unnecessary administrative and professional hurdles."
Medical Dialogues had previously reported that the Odisha Medical Services Association (OMSA) launched protests from November 20 to further push for long-pending demands that remain unaddressed by the government.
