According to the announcement made by the Rajasthan Medical Education Department on Thursday, principals and superintendents will also not be allowed to spend more than one-fourth of their time on teaching duties as professors or senior professors.
The move aims to ensure that senior medical administrators can dedicate their full attention to managing the increasing patient load and complex administrative tasks associated with running large medical institutions.

Speaking to TOI, Medical education secretary Ambrish Kumar said, "The growing demands on medical colleges require skilled and efficient administrators who can focus entirely on their roles without the distraction of private practice. To this end, candidates for these positions will be required to submit a declaration and an affidavit confirming their commitment to full-time work in their administrative roles."
Who can apply?
The guidelines detail the eligibility criteria and selection process for the posts of principal and superintendent.
- Only senior professors who meet National Medical Commission (NMC) norms can apply.
- If a suitable candidate is not available within a particular medical college, applications will be invited from eligible doctors working in other government medical colleges.
- The selection will be done through an interview conducted by a committee headed by the Chief Secretary to ensure transparency.
The maximum age limit of 57 years has been set for applicants. Candidates must also have specific experience, including at least three years as a superintendent or additional principal and two years as a head of department. These appointments will be made based on seniority, initially for a three-year term, with the option of extension depending on performance.
The guidelines also define the roles of additional principals, limiting their number to five in each college and outlining their duties to ensure efficient operation across various functions, including academic, research, and clinical services.
