Expanding its probe into the fake FMGE certificate racket, the SOG has prepared a list of 20 additional doctors who are suspected to be involved in the scam. Earlier, 73 foreign medical graduates were identified for allegedly submitting forged FMGE certificates to secure internships despite failing the mandatory screening examination.

The suspected role of these doctors came to light during the scrutiny of documents submitted to the Rajasthan Medical Council. Following these findings, the SOG will now examine the appointments and functioning of officials linked with the Indian Medical Council (IMC) from 2018 onwards, reports Dainik Bhaskar.
Medical Dialogues had previously reported that the SOG arrested two individuals for allegedly using forged Foreign Medical Graduates Examination (FMGE) certificates to obtain internships through the Rajasthan Medical Council.
The prime accused, reportedly, an MBBS graduate from Kazakhstan, is accused of masterminding the racket and supplying fake FMGE certificates to multiple candidates after they failed to clear the mandatory exam. He was detained at New Delhi airport after travelling across several countries to evade arrest.
The second accused, also a Kazakhstan-trained medical graduate, allegedly procured a fake FMGE certificate from Mali, completed his internship in Rajasthan, and obtained provisional registration. Investigators say he further supplied forged certificates to others for money.
According to SOG officials, the case is part of a larger scam involving foreign medical graduates who allegedly submitted forged FMGE certificates to secure internships despite failing the exam. The police have registered a fresh case and are verifying suspicious certificates, indicating that the probe may lead to more arrests.
During the probe, the SOG found that two separate gangs were active in the FMGE scam. One group, known as the “Jacket Gang”, later became fully involved in making fake FMGE certificates. The second group worked to influence the checking and approval of documents related to the Medical Council.
The FMGE serves as a mandatory screening test for Indian citizens and Overseas Citizens of India (OCI) who have obtained their primary medical qualifications from foreign institutions and seek to practice medicine in India.
However, the accused could not pass the FMGE screening test and obtained fake certificates to get internships through the council.
The investigating agency is cross-verifying the layout, serial number, font, digital seal, and signature of the FMGE certificates submitted to RMC. The investigation of digital templates and chat groups from seized mobile phones, laptops, and email accounts is also ongoing.
