Jaipur: The Rajasthan Special Operations Group (SOG) has arrested two individuals accused of obtaining registration with the Rajasthan Medical Council (RMC) using forged medical qualifications. One of the accused, reportedly a Class 8 dropout, allegedly operated a 100-bed hospital in Jalore district and performed surgeries without possessing valid medical qualifications.

According to investigators, the first accused submitted fake school marksheets, an MBBS degree purportedly issued by a university in Kanpur and a diploma in Gynaecology and Obstetrics claimed to have been issued by an institution in Mumbai. The Mumbai-based institution reportedly confirmed that the diploma certificate, allotment letter and pass certificate submitted by him were forged.

Investigators said the accused reportedly started his career around 2010 by working at the outpatient counter of a private clinic, where he issued patient entry slips. He later joined a hospital in Raniwara, purchased it in 2015 and renamed it Bhaskar Hospital the following year.

Initially, the hospital employed a general medicine doctor, while a gynaecologist was reportedly hired in 2019. Investigators alleged that the accused handled registration-related work for doctors employed at the hospital and frequently visited the medical council’s office. They suspect that contacts developed during these visits helped him secure his own registration using forged documents.

The second accused, a 30-year-old man from Sikar district, allegedly forged an MBBS degree after repeatedly failing the Foreign Medical Graduate Examination (FMGE), which foreign-trained medical graduates must clear to practise in India.

He studied medicine in Kazakhstan between 2013 and 2018 and reportedly attempted the FMGE around six times without qualifying. He is accused of submitting a forged degree and marksheets attributed to Sri Krishna Medical College in Muzaffarpur, Bihar, along with a fake Bihar Medical Council registration certificate. Both documents were found to be forged during a police verification, SOG officials said, TOI reported.

He was arrested in Kaithal, Haryana, where he had allegedly been staying to avoid arrest.

The investigation began after a complaint was filed at Jaipur’s Ashok Nagar police station on October 6, 2024, alleging that several people had obtained medical council registration using forged documents. The initial complaint named eight suspected individuals, with a ninth added in a subsequent complaint.

The SOG later took over the investigation from Jaipur police. The arrests form part of the ongoing probe into alleged fraudulent registrations and the use of forged medical qualifications to practise as doctors.
