Govt sets up National Assisted Reproductive Technology and Surrogacy Registry: Gazette Notification
New Delhi: In order to pave the way in the domain of surrogacy in the country, the government has now set up a National Assisted Reproductive Technology and Surrogacy Registry.
A Gazette of India notification dated 21st April 2022 issued by the Ministry of Health and Family Welfare (Department of Health Research) has notified the creation of the National Assisted Reproductive Technology and Surrogacy Registry under Assisted Reproductive Technology (Regulation) Act, 2021 and the Surrogacy (Regulation) Act, 2021.
"In exercise of the power conferred by Section 9 of the Assisted Reproductive Technology (Regulation) Act 2021 and Section 15 of the Surrogacy (Regulation) Act 2021, the Central Government hereby notifies the establishment of the National Assisted Reproductive Technology and Surrogacy Registry under Department of Health Research for the purposes of the Assisted Reproductive Technology (Regulation) Act, 2021 and the Surrogacy (Regulation) Act, 2021. The link for the National Assisted Reproductive Technology & Surrogacy Registry is: https://registry.artsurrogacy.gov.in.The said National Registry shall be in operation with effect from 22.04.2022," the notification said.

This National ART and Surrogacy Registry (NARTSR) will act as an online public record system of ART Clinics/Banks and Surrogacy Clinics in India (http://registry.artsurrogacy.gov.in). Besides this, it will also act as Central Database of all the ART Clinics, Banks and Surrogacy Clinics in the country through which the details of all the clinics and banks of the country including the nature and types of services provided by them, the outcome of the services and other relevant information shall be obtained on regular basis. The data generated from the National Registry shall be utilized by the National Board for making policies, guidelines and shall help in identifying new research areas and conducting research in the area of assisted reproduction, surrogacy and other related fields in the country. All the ART clinics and surrogacy clinics have to register under the National Assisted Reproductive Technology and Surrogacy Registry, steps for the same have been mentioned.
Mandate of Registry:
The purpose of the registry is to regulate and supervise the assisted reproductive technology clinics and the assisted reproductive technology banks, for regulation of the practice and process of surrogacy prevention of misuse, safe and ethical practice of assisted reproductive technology services for addressing the issues of reproductive health where assisted reproductive technology is required for becoming a parent or for freezing gametes, embryos, embryonic tissues for further use due to infertility, disease or social or medical concerns and for regulation and supervision of research and development and for matters connected therewith or incidental thereto.
The Registry is led by the Hon'ble Cabinet Health Minister- Dr. Mansukh Mandaviya, Hon'ble Minister of State- Dr. Bharati Pravin Pawar and Secretary DHR- Prof. Balram Bhargava.
As per the dashboard of the National ART & Surrogacy Registry currently, 660 ART applications, 107 ART Bank applications and 149 surrogacy applications have been received.
Step to be taken for registration under the National Assisted Reproductive Technology and Surrogacy Registry:
- First signup (top on the right side) for creating an account of the ART Clinic/Bank & Surrogacy Clinic.
- After signup, click on the link in the email sent by the National Assisted Reproductive Technology and Surrogacy Registry.
- Click on login (top on the right side) and enter the registered email as User ID and Password.
- Fill in all details as per the selected application form.
- After submission, the PDF printout of the filled-in application form duly signed by the authorized signatory/ competent authority (with name & contact details) on behalf of the clinic/bank, may be submitted electronically or by registered post or in-person to the Appropriate Authority under the Assisted Reproductive Technology (Regulation) Act, 2021 and The Surrogacy (Regulation) Act, 2021 through the office of Additional Chief Secretary (Health)/ Additional Secretary (Health)/ Principal Secretary (Health)/ Secretary (Health)/ Joint Secretary (Health) of the respective State/UT Government.
