New Delhi: The Union Ministry of Health and Family Welfare (MoHFW) has decided to introduce a centralised cadre system of administrative staff for all four central hospitals and RHTC in Delhi.

Writing to the heads of the four central government hospitals including LHMC & Smt. S.K Hospital, Dr. RML Hospital, Safdarjung Hospital, KSCH and the Director of RHTC, the Union Health Ministry sought details of all administrative staff.

Institutes have been directed to submit the details of the Administrative staff including their personal details, education qualification, date of joining into service etc. and other milestones in their career. Further, the Health Ministry has also sought details regarding any new creation of administrative staff, post-wise seniority list, posting details of Assistant, MO and AO & Sr. AOs along with the details regarding vigilance and court cases.

The decision of introducing the centralised cadre of administrative staff has been taken during the meeting dated 06.04.2023. During the meeting chaired by the DGHS, various issues regarding the central government hospitals in Delhi were discussed.

Referring to this, the Health Ministry mentioned, "It is informed that a meeting was held the Chairmanship of DGHS on 06.04.2023 to discuss various issues concerning to Central Govt. Hospitals in Delhi (Vetted Minutes enclosed). In the the said meeting, it has been decided to centralise the cadre of administrative staff of all 4 hospitals and RHTC in Delhi. As a result, the posting/transfer, Seniority list. promotions. reservation roster etc in r/o of all administrative staff from LDC to Sr. AOs will be done by Dte.GHS. For the purpose the sanctioned strength indicated in letter of cadre review issued vide No. A-12018/14/2016-MH-I dated 12.05.2022 will be taken into account (copy enclosed)."


The Health Ministry further mentioned that in view of the above background, Hospitals/Institute are requested to provide the following details/ information Immediately.

(i) The details of all Admin Staff from LDC to Sr. AO in Excel format(Name, Designation. DOB, category, educational qualification, date of joining into service, date of confirmation, date of present post held, date of last promotion etc.) and reservation roster of all posts.

(ii) In case there have been any new creation of administrative staff after the issue of cadre review order dImplementsImplementsated No. A-12018/14/2016-MH-I dated 12.05.2022, the same may be indicated.

(iii) Post-wise Seniority lists as on date in individual hospital may also be provided.

(iv) The posting details in r/o Assistant, MO and AO & Sr. AOs may be furnished for the last 10 years.

(v) Vigilance cases and court cases details may also be provided with present status.

"Individual court cases/disciplinary cases of administrative staff will continue to handled by the hospitals where the official is/will be working," clarified the Ministry.
