Lucknow: In a major move to strengthen healthcare infrastructure in Uttar Pradesh, the state government has decided to hand over the operation of four major government hospitals to private partners for a period of 30 years under the Public-Private Partnership (PPP) model.

The initiative is expected to provide patients with access to 12 specialist departments and at least three super-speciality medical services closer to their homes, reducing the need to travel to major cities for treatment of serious illnesses.

However, patients will be required to pay for outpatient consultations, diagnostic tests and other medical services at rates prescribed by King George's Medical University (KGMU).

The decision was approved at the state cabinet meeting held on October 27. Under the proposal, four healthcare facilities will be operated through the PPP model. These include the 200-bed Maternal and Child Health (MCH) wing at Tanda in Ambedkar Nagar, the 200-bed Divisional Hospital in Banda, the 300-bed Joint Hospital in Bareilly and the 200-bed Maternal and Child Health wing at Karvi in Chitrakoot, reports the Daily.

According to Jagran, all four hospitals will offer services in general medicine, general surgery, obstetrics and gynaecology, orthopaedics, paediatrics, ophthalmology, ENT, dermatology, dental surgery, psychiatry, emergency and trauma, critical care, and anesthesiology.

In addition, each hospital will offer at least three super-speciality services, including cardiology, neurology, and urology or nephrology, expanding access to advanced medical treatment in these districts.

The facilities will offer outpatient and inpatient treatment, surgical procedures, pathology services, X-rays, and other imaging facilities. Round-the-clock emergency and trauma care services will also be available.

Eligible beneficiaries under the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (PM-JAY) will be entitled to cashless treatment of up to Rs 5 lakh, subject to the scheme's provisions.

The hospitals will also house Pradhan Mantri Jan Aushadhi Kendras and Amrit Pharmacies to improve access to affordable medicines.

Additionally, branded generic medicines will be available at a minimum discount of 25 per cent on their maximum retail price (MRP).

The hospitals will function under the Equip, Finance, Operate, Maintain and Transfer (EFOM) model, with a concession period of 30 years. The selected private partners will be responsible for arranging, financing, operating and maintaining medical equipment and ensuring the functioning of the facilities.

At the end of the concession period, the hospitals will be handed back to the state government in a fully operational condition.

The move is expected to improve the availability of specialist healthcare services in underserved regions of Uttar Pradesh.
