FMGE update: MCI releases another Advisory on acceptable internship of candidates with MBBS from abroad

New Delhi - Continuing with its previous advisory in the issue of the acceptance of internship of Foreign Medical Graduates who have done their MBBS and internship from aborad, the Medical Council of India ( MCI) has issued yet another advisory to the state medical councils. 

This time, quoting the MCI regulations, the apex medical regulator has pointed out to the state medical councils that internship/clerkship completed by Foreign Medical Graduates while pursuing their MBBS from a medical institution outside India should be taken into consideration while processing the applications of foreign medical graduates for grant of registration.

In this regard, kind attention is invited to Section 13(3) of the Indian Medical Council Act, 1956 which reads as under:

13(3) The medical qualifications granted by medical institutions outside India 2 [before such date as the Central Government may, by notification in the Official Gazette, specify] which are included in Part II of the Third Schedule shall also be recognized medical qualifications for the purposes of this Act, but no person possessing any such qualification shall be entitled to enrolment on any State Medical Register unless he is a citizen of India and has undergone such practical training after obtaining that qualification as may be required by the rules or regulations in force in the country granting the qualification, or if he has not undergone any practical training in that country,. e has undergone such practical training as may be prescribed.

Clarifying on the nature of acceptable practical training, it said  

In terms of the aforesaid provisions, it is clarified that the practical training undergone by an Indian Citizen while acquiring "Primary Medical Qualification" from a medical institution outside India is acceptable. This is applicable in respect of Primary Medical Qualification obtained from any Foreign Country provided that such medical qualification is recognized for enrollment in that country.
Accordingly, internship/clerkship completed by such persons should be taken into consideration while processing the applications of foreign medical graduates for grant of registration.

Medical Dialogues team had earlier highlighted that in the earlier advisory the Medical Council of India (MCI) had notified that it is not mandatory for foreign medical graduates who have already completed their MBBS internship training in medical institutes in certain countries to do 12 months of internship in India as well.
