The National Human Rights Commission has taken suo motu cognizance of a media report that 22 year old, Vikas Prasad Soniya, victim of a road accident in Bhopal, was left to bleed for 45 minutes on the roadside by the police personnel till the cavalcade of the Madhya Pradesh Chief Minister passed on the 1st March, 2016. Subsequently, when the victim was admitted to a hospital, no medical attention was given to him for 20 minutes, as per the records of the hospital.
