What is the issue?
The FMGE screening test in Bihar was held on 26 July. However, even after five months no allotment lists have been released.
Explaining the situation faced by the FMGs, the All FMGs Association (AFA) mentioned in an X post, "Students have staged repeated protests, including yesterday, but authorities remain unmoved. BCMR says “go to Secretariat,” Secretariat says “next week” a cycle of excuses dragging on for four months. FMGs who cleared the exam and fulfilled all requirements are being denied their rightful internships. This is not just delay it is injustice. Requesting @samrat4bjp @NitishKumar @mangalpandeybjp @BiharHealthDept to take immediate action on it."
According to the Bihar Health Department, the issue is being faced by 277 students, who are awaiting the commencement of their compulsory rotating medical internship.
Health Ministry Holds Coordination Meeting to Find Solution:
Amid the ongoing protests by the medical graduates from abroad, the Bihar Health Department wrote to the Principals of medical institutes including Katihar Medical College, Mata Gujri Memorial Medical College, Narayan Medical College & Hospital, Madhubani Medical College & Hospital, Shri Narayan Medical Institute and Hospital, Lord Buddha Koshi Medical College & Hospital, Netaji Subhash Medical College & Hospital, Radha Devi Jagdeshwari Memorial Medical College & Hospital, Himalaya Medical College & Hospital, Shyamlal Chandrashekhar Medical College and Shaheed Prabhunarayan Hospital, Mahabodhi Medical College & Hospital, and Virat Ramayana Institute of Medical Sciences.
Addressing the issue of the allocation of medical colleges and hospitals for compulsory rotating internship of Foreign Medical Graduates (FMGs), the Joint Secretary to the Government, Dinesh Kumar Jha, wrote, "As per instructions, regarding the above subject, it is to state that in light of the provisions contained in the National Medical Commission (Compulsory Rotating Internship) Regulations-2021, the Bihar Council of Medical Registration, Patna has provided the department with folders of a total of 277 students for the allocation of institutions for the compulsory rotating internship of Foreign Medical Graduates (FMGs)."
However, the Government pointed out in the letter that the vacancies for compulsory rotating medical internship (CRMI) in government medical college hospitals are currently very limited.
"Therefore, in accordance with the provisions of the National Medical Commission, New Delhi, a coordination meeting has been scheduled for December 22, 2025 (Monday) at 12:30 PM in the departmental auditorium to discuss the allocation of all the aforementioned Foreign Medical Graduates (FMGs) to private medical colleges and hospitals in the state for their mandatory rotating internship," mentioned the letter, further requesting the medical college principles for their timely participation in the said meeting.
As per the existing rules, it is mandatory for the medical graduates from abroad to first clear the FMGE screening test and thereafter undergo internship as per the NMC rules to be eligible to practice medicine in India.
