Patna: The Bihar Government faced severe backlash in the state legislature after it allegedly promoted and transferred a dead doctor as the Civil Surgeon in Sheikhpura.

The uproar over the controversial issue at the Assembly on Tuesday called the Bihar health department to issue a fresh notification, giving an additional charge of the civil surgeon to Dr Krishna Murari Singh, the medical officer of Sheikhpura Sadar hospital.

According to the members of the House, Dr. Ram Narayan Ram who was a civil surgeon at Bikramganj had passed away on February 7, however, he was posted at Sheikhpura as Civil Surgeon after his death.

UNI reports that during the Zero Hour proceedings, Rashtriya Janata Dal (RJD) member Lalit Kumar Yadav drawing the attention of the Lower House towards the issue said that it was a glaring example of gross negligence on the part of the health department that it posted a doctor as a civil surgeon of Sheikhpura who passed away a month ago in February. He added that such an incident exposes the seriousness of the government.

As per a recent media report in the Times of India, commenting on the issue, Speaker Vijay Kumar Sinha stated that the Government has taken serious note of the matter.

Expressing concern over the same, the Congress legislature party leader in the state assembly Ajit Sharma demanded action against the guilty officer responsible for posting a doctor who had already died. The other members of the House also expressed their concern saying that a notification in this connection was issued on March 8 demanding action from the government.

This issue was also raised in the state legislative council where Member Subodh Rai pointed out that such actions on the part of the health department malign the image of the government.
Another RJD MLC, Sunil Kumar Singh reportedly mentioned, that the appointment of a dead doctor as the civil surgeon couldn't be an ordinary issue and there must be a proper explanation on the part of the Government.

Times of India reports that as per the health department's fresh notification, the additional charge of the civil surgeon has been given to Dr. Krishna Murari Singh, the medical officer of Sheikhpura Sadar hospital. Dr. Singh also takes care of the additional charge of the additional chief medical officer, Sheikhpura.

Noting it as a serious issue, Health Minister Mangal Pandey informed that a show-cause notice has been issued to the concerned officials. "Notification in this regard was issued on Monday and the moment the fact came to our knowledge, the show-cause notice was issued," the minister added to TOI.
