Haryana Doctors Association writes to CM over vacant posts, promotion delays
Ambala: The Haryana Civil Medical Services Association (HCMSA) has expressed concern over the delay in promotions and the 19 vacant positions of Principal Medical Officers (PMOs) and Civil Surgeons across the state. In a letter addressed to Chief Minister Nayab Singh Saini, the association urged immediate action to resolve the issues.
In the letter, the association stated, “We urge you that modified ACP structure which has already been approved by the Govt. six months ago may be notified, SMOs promotion list be cleared, the newly promoted civil surgeons may be given posting station and the additional charge of Civil Surgeon to Directors may be withdrawn at the earliest.”
While expressing gratitude to the Chief Minister, the association pointed out, “We would like to bring to your kind notice that Haryana govt. under your able leadership as Chief Minister had approved the modified ACP Structure of HCMS doctors in the month of August 2024 but notification could not be issued due to model code of conduct. It is requested to your kind self to expedite the notification of modified ACP Structures of HCMS doctors as such.”
They pointed out that the promotion of MO (Medical Officer) to SMO (Senior Medical Officer) has been pending for a long period. Many posts of Deputy Civil Surgeon and SMO are lying vacant which grossly affects the implementation of National Health programs and other functions as well. Moreover, 19 posts of PMO / civil surgeon are lying vacant. 13 SMOs were promoted to civil surgeons around two months back but unfortunately those promoted Civil Surgeons have not been assigned a posting station yet. The association stated that the current delay is unprecedented and unfortunate.
“Three of the Directors have been given dual/additional charge of civil surgeon earlier and we have already represented this issue at all levels. Association also met ACS health and Health Minister in this regard and both were convinced and assured us that the charge order will be withdrawn and a newly promoted civil surgeon will be assigned the responsibility,” the association stated.
The members of the association feel that this practice of dual charge is unfair and non-transparent and is giving a wrong message to the cadre. The president of the Haryana Civil Medical Services Association, Dr Rajesh Khyalia told Medical Dialogues, “Delay in the posting orders of newly promoted CMO is causing a sense of dissatisfaction and resentment among the members and thus degrading morale and motivation of HCMS cadre.”
