Caesarean deliveries: Private Hospitals will have to take clearance under Modicare

New Delhi: Caesarean deliveries in private hospitals under the Centre’s National Health Protection Mission will only be allowed after the patient is referred from a government hospital specifying reasons.

The aim is to encourage normal deliveries, Chief Executive Officer of Ayushman Bharat- National Health Protection Mission, Indu Bhushan said.

He said normal deliveries will not be covered under the scheme, which aims to provide a coverage of Rs 5 lakh per family annually and benefit more than 10 crore families belonging to the poor and vulnerable sections of the society.

“Caesarean sections will only be allowed in private hospitals under the scheme after they are referred there from public hospitals specifying the reasons, which could be bed or human resource shortage or other issues,” Bhushan said.

A caesarean surgery is used for delivery when normal vaginal delivery poses a medical risk to the mother or the child.

“According to WHO, the ideal rate of C-section is 10-15 percent for a country, but in India, caesarean deliveries have become rampant especially in private hospitals indicating commercialization of deliveries,” Bhushan said.

The base rate of C-sections under the scheme have been fixed at Rs 9,000.

According to the National Family Health Survey-4 (2015-16) data released by the Union health ministry in May last year, private hospitals carried out 40.9 percent of caesarean sections as compared to 11.9 percent performed in government health institutions.

The Centre has included 1,354 packages in the scheme and rates for over 20 specialties, including orthopaedics, cardiology, cancer and neurosurgery are included in the package.

The rates of packages have been finalised after analysing the Rashtriya Swasthya Bima Yojana (RSBY) and CGHS rates and are on an average 15-20 percent lower than that of CGHS, Bhushan had said.

    It appears govt is planning to close all Medical Colleges because the politicians themselves go abroad for all treatment now will go for Caesarean of their near & dear. They will take charge of all department & dictate what to do, how to do…!! Very disgusting & depressing situation in Healthcare system in our country…

    All this headache for a procedure which will cost only 9000 rupees? I wonder which hospital will agree to do that anyway? They will be barely able to recover operational cost in that much. Not profit.

    If facility in Govt hospital would be good enough then there is no need to make such type of rules who increase the chances of corruption.
    Govt give attention why people go to the private hospital and remove those hurdles and people like to go to gove hospital.

    you are trying to provide health care by forcing doctors hospitals and insurance company. The cost of health care will be cheapest if provided by the govt with benefit of doctors available on fixed salary willing to work to learn mass consumption of medicine thereby reducing the cost and maximizing the use coefficient of space facilities and equipment . this is possible as profit is not the aim.This cost is high today because of irregularities corruption and indirect support to private institutions for reasons which can be discussed at length. Governing the pvt hospitals dictating them what to do and not paying them in time because of the Authority will neither help the govt nor the patient. This post simply shows your inability to provide health care to people even before starting your scheme. Govt money will be paid to insurance without optimum results.बाकी आप सरकार है

    Now we will have adequate case load to study cerebral palsy how much time you can leave a patient in distress/ aph etc before they die
    We will be in the forefront of this research in the world
