Punjab Introduces Rs 20 lakh Bond Policy for MBBS, BDS Admissions

Amid the ongoing protests by the MBBS interns and resident doctors demanding a stipend hike, the Punjab Government has now introduced a new bond policy for students getting enrolled into the MBBS and BDS courses in the State-run medical and dental colleges to tackle the shortage of doctors in government health institutes.

Under the new bond policy, which will come into force from the academic session 2025-2026, students getting admitted to government medical/dental institutes will either have to serve in government healthcare facilities for two years after completing their courses or pay a bond penalty of Rs 20 lakh.

Even though the State has made this bond policy applicable to the All-India-quota students as well, in their case, the duration of mandatory service will be limited to one year, instead of two years like the State quota students.

While the State Government has defended the policy, citing a shortage of doctors in rural areas, the policy has been criticised by the medical students' associations and doctors.

DGHS assigns responsibility of Doctor Registrations in Delhi

The doctors' registration in Delhi will now be handled by the Directorate General of Health Services (DGHS). The move comes following the dissolution of the Delhi Medical Council (DMC).

Speaking to PTI, Health Minister Pankaj Singh informed, "The Delhi government has assigned the responsibility of doctors' registration in the national capital to the Directorate General of Health Services (DGHS)."

"In light of the Lieutenant Governor's decision to dissolve the DMC, we have transferred its powers to the DGHS, which will now act as the registrar for doctors in Delhi," Singh said.

Medical Dialogues recently reported Lt Governor V K Saxena approved the proposal for the dissolution of the DMC after allegations of irregularities. He has also directed the health department to reconstitute the DMC within two months.

SN Medical College PG medico suicide sparks demands for HoD's ouster, faculty urge fair inquiry

The tragic suicide of a resident doctor from SN Medical College has sparked tensions on the campus, with the resident doctors demanding strict action against the HoD Pharmacology and faculty members seeking an investigation into the allegations.

On June 15, the Resident Doctors’ Association (RDA) submitted a memorandum alleging that the medico took the extreme step due to mental harassment and continuous pressure from the Head of the Orthopaedics Department over his thesis. The RDA claimed that the doctor had made serious accusations before his death and demanded an immediate removal of the HOD, along with a high-level independent inquiry.

Similarly, the association, in its latest official press release, also threatened to stage a protest and symbolic strike, stating that if no action was taken by June 17, all resident doctors would observe a symbolic work boycott on June 18 from 8 AM to 10 AM, affecting OPD, ward, and elective OT services.

Delhi to implement PPP model to strengthen diagnostic services

Addressing the long-standing shortage of diagnostic facilities at state-run hospitals, the Delhi government has decided to appoint a consultant to develop and execute a Public-Private Partnership (PPP) model for radiological diagnostic services across the city.

According to health department officials, the appointed consultant will be responsible for devising the modalities of the project, which includes conducting a comprehensive assessment of selected government hospitals across the city. This assessment will evaluate each hospital’s infrastructure, patient load, connectivity and the demand for radiological diagnostic services in surrounding areas. The consultant will also help develop a detailed strategy for operations and resource deployment, in addition to assisting with the legal onboarding of private partners.

In light of the severe shortage of diagnostic facilities in state-run hospitals, the Delhi cabinet decided last month to install MRI, CT scan, and ultrasound machines through a Public-Private Partnership (PPP) model.

Medical Dialogues had previously reported that in a bid to strengthen health infrastructure, the Delhi government is expected to decide on key proposals in a meeting scheduled on Tuesday, including outsourcing of staff through PSUs and installing MRI machines in hospitals under a PPP model, official sources said.
