Do not Grant or extend Temporary Permission to Foreigners: NMC tells State Medical Councils
New Delhi: The National Medical Commission (NMC) has recently stated that the State Medical Councils (SMCs) must neither give temporary permission to foreigners nor extend the time period of temporary permission given by the Ethics and Medical Registration Board (EMRB) of the Commission.
This direction was issued by the Commission during the recent virtual meeting with the State Medical Councils on October 09, 2023. Among other issues, the issue of extension of temporary registration scrutinized was also discussed.
Addressing concerns over discrepancies in temporary permission extensions by the SMCs, the Apex Medical Body confirmed that the matter is under scrutiny per the Registration of Medical Practitioners and License to Practice Medicine Regulations, 2023.
It was also clarified that SMCs must neither give temporary permission to foreigners nor extend time period of temporary permission given by EMRB.
Apart from this, several other vital issues impacting healthcare were also discussed at the virtual meeting. The issues which were addressed by the Commission include provisional registration of Foreign Medical Graduate (FMG) students, seat allotment delays, verification of FMGE candidates' data, quarterly data updates in IMR, and the authentication of documents for EMRB.

Issuing a Press Release on October 09, 2023, the Media/Publication Division of the Commission mentioned about the issues on which the discussions were held. The meeting centred around the discussions on the following topics:
Provisional Registration of FMG Students: Deliberations were made on the process for the provisional registration of Foreign Medical Graduates (FMG) for internships.
Seat Allotment Delays: NMC also addressed the concerns regarding delays in allocating seats in medical colleges for FMG internships.
Extension of Temporary Registration Scrutinized:
Addressing concerns over discrepancies in temporary permission extensions by State Medical Councils (SMCs), NMC clarified that the matter is under scrutiny per the Registration of Medical Practitioners and License to Practice Medicine Regulations, 2023.
It was also clarified that SMCs must neither give temporary permission to foreigners nor extend the time period of temporary permission given by EMRB.
Verification of FMGE Candidates' Data: The Commission emphasized on the priority forwarding of FMGE-qualified candidates' data for verification with the National Board of Examinations (NBE) to EMRB.
Quarterly Data Updates in IMR: NMC urged for timely submission of Quarterly data for updating in the Integrated Medical Records (IMR) system.
Authentication of Documents for EMRB: The Commission reinforced the necessity for State Medical Councils to send duly authenticated copies of documents to the Ethics and Medical Registration Board (EMRB), signed in ink and stamped on each page.
'The meeting, approved by Chairman NMC, aimed to foster collaboration, address challenges, and ensure regulatory compliance. NMC extends gratitude to all participating State Medical Councils for their active involvement in these crucial discussions," NMC mentioned in the release.
