National medical register to include doctors' licence status, disciplinary action details: NMC draft amendment

New Delhi: The National Medical Commission (NMC) has proposed to include the active/inactive status of the licence to practise medicine and the details of the disciplinary action taken against doctors in the National Medical Register (NMR).
According to the Registration of Medical Practitioners and Licence to Practice Medicine Regulations, 2023, details regarding 10 factors, including the doctor's name, registration number, medical qualification, etc., were to be included in the NMR, the centralised digital database of all licensed allopathic doctors.
However, in its recent Draft Registration of Medical Practitioners and Licence to Practice Medicine (Amendment), Regulations 2026, which was published in the Gazette on 11.08.2026, the Apex Medical Commission has proposed to include other information, including the active or inactive status of the doctor's licence to practise medicine and the details of disciplinary action taken against the doctor (if any) in the NMR.
Regulation 5, Clause ii under the 2023 Regulations mentioned that the National Medical Register shall be made available to the public by placing it on the website of the National Medical Commission and shall display the following information in respect of a medical practitioner:
a) Registration No.
b) Name:
c) Father’s Name
d) Date of Registration
e) Place of Working (Name of the Hospital/Institute)
f) Medical qualification including additional medical qualification
g) Specialty
h) Year of passing
i) University
j) Name of the Institute(s)/University(s) (Where qualification obtained)
Releasing the recent draft, NMC has proposed that-
"In Regulation 5 in clause(ii) sub clause (k) & (l) shall be inserted-
(k) Active/Inactive status of licence to practice medicine
(l) Details of disciplinary action against the RMP, if any."
Back in April, NMC issued a draft notification proposing amendments to the 2023 regulations and invited objections and suggestions from stakeholders until May 7, 2026. Back then, the Commission had proposed to amend regulations 2, 6, 7, 8, 9, and had inserted 10A in the original regulations.
Now, releasing the “Registration of Medical Practitioners and Licence to Practice Medicine (Amendment) Regulations 2026” on 11.08.2026, the Apex Medical Commission has withdrawn the Draft “Registration of Medical Practitioners and Licence to Practice Medicine (Amendment), Regulations 2026” previously published in the Gazette notification dated 7th April 2026.
In the new Draft, NMC has proposed to amend Regulations 2, 3, 4, 5, 6, 7, 8, 10, 11, 12, 13, and insert 9A and delete 9. The Commission has invited objections and suggestions from the stakeholders within 30 days from the date of the Gazette notification.
