NMC announces relief on Faculty promotions

NMC Says BCMET not Mandatory for INI Faculties

New Delhi: Taking cognizance of the concerns raised by the medical college faculties regarding the delayed availability of slots for the Basic Course in Medical Education and Technology (BCMET), the National Medical Commission (NMC) has provided relief to the doctors by specifying that if a faculty member completes the BCMET course after the due date of promotion and submits the completion certificate, then they should be promoted from their due date of promotion.

Faculty members from medical colleges informed the Apex Medical Commission regarding the delayed availability of slots for the BCMET from the designated institutes, and they also highlighted that the medical colleges did not follow any clear norms or seniority criteria for nomination to the limited slots for the BCMET courses.

Referring to this, the Postgraduate Medical Education Board (PGMEB) of the National Medical Commission on 12.04.2025 wrote to the principal secretaries/secretaries of Health of all States/UTs and the Directorate of Medical Education (DME) of all States/UTs.

"Many representations have been received from faculty of medical colleges/institutes regarding the delayed availability of slots for the BCMET (Basic Course in Medical Education & Technology) from the designated institutions. Moreover, as per the representations received from the faculty, the Medical Colleges do not follow any clear norms or seniority criteria for nomination to the limited slots for BCMET courses. As a result, many faculty members are not getting promoted from their due date due to the delayed completion of the BCMET course," the PG Board mentioned in the communication.

Accordingly, granting relief to the faculties by clarifying that their promotions would not be halted even if they complete the BCMET course after the due date of promotion, NMC PG Board stated, "In view of the requirement of the BCMET course for promotion, it is clarified that if a faculty member completes the BCMET course after the due date of promotion and submits the completion certificate, then he should be promoted from the due date of promotion."

The erstwhile Medical Council of India, by the MCI Regulations on Graduate Medical Education, 1997, made it mandatory for all medical colleges to establish Medical Education Units (MEUs) or departments to enable faculty members to avail the modern education technology for teaching. To boost this activity, Basic Course Workshops in Medical Education Technologies have been conducted by the medical regulator since 2009 through selected Regional and Nodal Centres (Nodal Centres are upgraded regional Centres) located at medical colleges with required infrastructural and trained manpower.

Back in 2023, issuing a circular, NMC had confirmed that all the Faculty Development Programme (FDP) Workshops conducted under the names of Basic Course in Medical Education (BCME), Revised Basic Course Workshops (rBCw), or Basic Course in Medical Education Technologies (BCMET) are all considered at par.

Recently addressing the issue of BCMET, NMC clarified that the medical college faculties must complete the Basic Course in Medical Education Technology (BCMET) to be promoted to the posts of Associate Professors and Professors.

The PGMEB of NMC informed that where faculty posts have already been sanctioned and the appointments have been made at the last moment, an Affidavit must be obtained from the Principal Secretary of Medical Education and Government of the respective State/UT, confirming that the appointed faculty would complete the BCMET training within the next academic year.

The Commission further clarified that such training must be completed before applications are invited for Letters of Permission (LoPs) for the academic year 2026-2027.
