NMC directs Medical Colleges to declare Holidays in AEBAS Module in Advance, warns of action against violation
New Delhi: Through a recent notice, the National Medical Commission (NMC) has directed the medical colleges to ensure that the data regarding Gazetted Holidays, Local Administrative Holidays etc are included in the AEBAS Module of the college in advance before the commencement of the concerned calendar year or semester.
Further, the Medical Colleges across the country have been directed by the Apex Medical Education Regulatory Body to include the details of the leave/tour/vacation etc.
NMC issued this direction after noting that the Aadhaar Enabled Biometric Attendance System (AEBAS) data is becoming inconsistent because the medical institutes were retrospective including the details of the Gazetted/Local holidays/leaves of the faculties.
Medical Dialogues had earlier reported that to find an effective and convenient digital solution to record the attendance of faculties, NMC had directed all the medical colleges to implement AEBAS by August 2022.
Writing to the heads of the medical colleges, NMC Secretary Dr. Sandhya Bhullar had stated, "Implementation of Biometric Attendance System can be used as an effective and convenient digital solution to recording the attendance of faculties, senior residents and tutors of Medical Colleges. Therefore, NMC intends to implement the Aadhaar Enabled Biometric Attendance System (AEBAS) developed by the National Informatics Center (NIC) in all government and private medical colleges."
Thereafter, issuing a notice on 18.10.2022, NMC clarified that the "faculties/demonstrators/tutors/Senior Residents on leave/official duty should mandatorily enter such details in the AEBAS through add leave and add tour module respectively."
Referring to these earlier notices, NMC mentioned in the recent notice, "Guidelines w.r.t. implementation of AEBAS attendance for marking of attendance of faculty have been issued vide NMC order F.No. D-130024/07/2022/NMC/DMMP Dated 28th July, 2022 (Copy enclosed). Further, vide serial No. 8 of the guidelines issued on 18th October, 2022 (Copy enclosed), it was mandated that "Faculty, Demonstrators, Tutors, and Senior Residents on leave or official duty must input such details into AEBAS using the 'add leave' and 'add tour' module respectively."
NMC added that the recent directions are issued for information and compliance, in continuation to the above-referred advisory issued regarding the implementation of Adhaar Enabled Biometric Attendance System (AEBAS) in all government and private medical colleges
"It is observed that Medical Institutions are including the details of Gazetted / Local holidays / leaves of the faculties retrospectively making the AEBAS data inconsistent at various periods of time," it stated.
Referring to the inconsistency in the AEBAS data, NMC directed the medical colleges to ensure that the medical colleges include data regarding Gazetted and Local Administrative holidays in the AEBAS module in advance.
"Therefore, all Medical Colleges are requested to ensure that the data w.r.t. Gazetted Holidays, Local Administrative Holidays etc. be included in the AEBAS Module of the College in advance prior to the beginning of the calendar year/semester concerned. Further, the Medical College are also requested to include the details of the leave/tour/vacation etc. in advance before commencement of the same and no retrospective incorporation / updation of details of holidays/leave/tour/vacations etc is allowed / permissible," NMC mentioned in the notice dated 13.06.2024.
"Accordingly, All Medical Colleges are requested to strictly follow the above instructions and any violation of the same will be viewed seriously and strict action would be taken against the Medical College concerned," it added.
