NMC invites Applications for Recognition of MD, MS, DM, MCh Courses
New Delhi: The National Medical Commission (NMC) has invited applications from medical institutions across the country seeking recognition, recognition against the increased intake of seats or renewal of recognition of MD, MS, DM and MCh courses being offered by them.
In a detailed notification, the apex medical regulator has specified the procedure and the list of instructions that the authorities need to follow in order to apply with the NMC for obtaining recognition by the Post Graduate Medical Education Board. The NMC has further warned of failure in seeking timely recognition and renewal.
The National Medical Commission is a Statutory Authority created and constituted under an Act of Parliament, namely the National Medical Commission Act, 2019 (NMC Act, 2019). Section 61 of NMC Act, 2019 provides that the National Medical Commission shall be the successor of the Medical Council of India and Section 61(2) provides that even after the repeal of the Indian Medical Council Act, 1956, the educational standards, requirements & other provisions of the Indian Medical Council Act, 1956 as well as the Rules & Regulations made shall continue to be in force and operate till new standards or requirements are specified under the National Medical Commission Act, 2019.
In this regard, the NMC has referred to clause 6 (2) to 6 (6) of Post Graduate Medical Regulations (PGMER) 2000, which stipulate for recognition of the Post Graduate Medical Qualification at the time examination of the first admitted batch/ first batch against increased of seats/ renewal of the Post Graduate Medical course after five years. Failure to seek timely recognition and renewal of recognition invariably result in stoppage of admission to the concerned Course.
Section 25 (I) of the NMC Act, 2019 entrust the responsibility of granting recognition to the medical qualification at the postgraduate level and super-speciality level to Post Graduate Medical Education Board.
Procedure for applying for Recognition of Postgraduate qualifications (MD/ MS/ DM/ M.Ch.) under section 35(11) of the NMC Act, 2019
Section 35(11) 61(1) & 61 (II) of the NMC Act, 2019:
"Any University or medical institution in India which grants an undergraduate or postgraduate or super-speciality medical qualification not included in the list maintained by the Under-Graduate Medical Education Board or the Post-Graduate Medical Education Board, as the case may be, may apply to that Board for granting recognition to such qualification.
The Commission shall be the successor in interest to the Medical Council of India including its subsidiaries or owned trusts and all the assets and liabilities of the Medical Council of India shall be deemed to have been transferred to the Commission.
Notwithstanding the repeal of the Indian Medical Council Act, 1956, the educational standards, requirements and other provisions of the Indian Medical Council Act, 1956 and the rules and regulations made there under shall continue to be in force and operate till new standards or requirements are specified under this Act or the rules and regulations made there under:
Provided that anything done or any action taken as regards the educational standards and requirements under the enactment under repeal and the rules and regulations made there under shall be deemed to have been done or taken under the corresponding provisions of this Act and shall continue in force accordingly unless and until superseded by anything done or by any action taken under this Act".
Sections 6(2) to 6(6) of Postgraduate Medical Education Regulations, 2000 as amended from time to time :-
"The institution shall apply for recognition of the Post Graduate medical qualification to the Central Government through the affiliating university, when the first admitted batch shall be due to appear for the examination to be conducted by the affiliating university.
Failure to seek timely recognition as required in sub- clause 2 shall invariably result in stoppage of admission to the concerned Post Graduate Course.
The recognition so granted to a Post Graduate Course shall be for a maximum period of 5 years, upon which it shall have to be renewed.
The procedure for Renewal of recognition shall be same as applicable for the Award of recognition.
Failure to seek timely renewal of recognition as required in sub-clause-4 shall invariably result in stoppage of admissions to the concerned Post Graduate course".
Submission of Recognition Request:
In order to apply, the institutions need to forward a formal request for recognition/ extension of recognition of the postgraduate course through the affiliating University or College authority to the National Medical Commission, New Delhi along with the following:
i. Complete application form with mention exact date of practical examination of recognition of P.G. Course as per prescribed format (specified in the document attached below) available on NMC website.
ii. Letter of Permission (LOP) for confirmation of permitted seats of the P.G. Course.
iii. In case applying for Renewal of recognition, the copy of letter of recognition of the concerned P.G. Course to be attached.
iv. Assessment fee of Rs. 88,500/- (including 18% GST charges) per P.G. Course to be submit through RTGS/ NEFT only as per detail mentioned below along with provide correct UTR Number:

Accordingly, the Affiliating University will forward the request of the Institute to the Secretary, National Medical Commission, New Delhi.
The exact date of practical examination of the postgraduate course(s) can be directly intimated to the National Medical Commission, well in advance at least one month prior.
Upon receipt of the request, NMC will arrange the inspection for recognition of the postgraduate course(s) at the time of Practical Examination. Incomplete applications will not be entertained by the NMC.
